CONSIDERATION OF AN AWARD OF A PEST CONTROL SERVICES CONTRACT TO ANIMAL PEST MANAGEMENT SERVICES, INC. (CITY COUNCIL)

I. SUMMARY

A Request for Proposals (RFP No. 20-035) was released on November 26, 2020, to seek proposals from qualified contractors to provide Integrated Pest Management services for City facilities, parks and landscape areas. In response to the RFP, staff received three (3) proposals. After careful analysis and evaluation of the proposals, staff is recommending the City Council to award a three-year contract to Animal Pest Management Services, Inc. ("APM"). The proposed contract with APM is attached for the City Council's consideration.

II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. APPROVE the attached proposed contract with Animal Pest Management Services, Inc., for the performance of integrated pest control services for an initial three-year term for a not-to-exceed contract sum of $123,345, with two optional one-year extension periods thereafter at a not-to-exceed amount of $41,115 per optional extension period (Exhibit No. 1; the "Agreement").
2. AUTHORIZE the Mayor to execute the Agreement following approval as to form by the City Attorney.

1. REJECT all proposals.
2. TAKE another action the City Council deems appropriate, consistent with applicable law.


IV. BACKGROUND

The Public Works Department/Landscape and Building Maintenance Division has been utilizing contractual pest control services with the exclusion of herbicide application (which is performed by staff) as far back as 2017 for all City-owned facilities including City Hall, the Community Center, the Corporate Yard, 12 parks (Anderson, Calas, Carriage Crest, Carson, Del-Amo, Dolphin, Dominguez, Hemingway, Mills, Stevenson, Foisia, and Veterans) and 4 mini-parks (Friendship, Perry, Reflections and Walnut), totaling more than 75 acres....
