CONSIDERATION OF AN AWARD OF A PEST CONTROL SERVICES CONTRACT TO ANIMAL PEST MANAGEMENT SERVICES, INC.  (CITY COUNCIL)

I.                     SUMMARY

A Request for Proposals (RFP No. 20-035) was released on November 26, 2020, to seek proposals from qualified contractors to provide Integrated Pest Management services for City facilities, parks and landscape areas. In response to the RFP, staff received three (3) proposals. After careful analysis and evaluation of the proposals, staff is recommending the City Council to award a three-year contract to Animal Pest Management Services, Inc. (“APM”). The proposed contract with APM is attached for the City Council’s consideration.

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

1.                     APPROVE the attached proposed contract with Animal Pest Management Services, Inc., for the performance of integrated pest control services for an initial three-year term for a not-to-exceed contract sum of $123,345, with two optional one-year extension periods thereafter at a not-to-exceed amount of $41,115 per optional extension period (Exhibit No. 1; the “Agreement”).

2.                     AUTHORIZE the Mayor to execute the Agreement following approval as to form by the City Attorney.

IV.                     BACKGROUND

The Public Works Department/Landscape and Building Maintenance Division has been utilizing contractual pest control services with the exclusion of herbicide application (which is performed by staff) as far back as 2017 for all City-owned facilities including City Hall, the Community Center, the Corporate Yard, 12 parks (Anderson, Calas, Carriage Crest, Carson, Del-Amo, Dolphin, Dominguez, Hemingway, Mills, Stevenson, Foisia, and Veterans) and 4 mini-parks (Friendship, Perry, Reflections and Walnut), totaling more than 75 acres. Some of the services performed include insect (beetles, flies, crickets, etc.), rodent, bee/wasp removal, gopher and/or mole control, all performed under a licensed applicator. Animal Pest Management Services, Inc. is the incumbent pest control services consultant for the City, but was under a one-year contract that expired on February 11, 2021.

Due to the City’s limited ability to perform extensive pest control work in-house with current staffing levels, the Public Works Department relies heavily on third party consultants to accomplish the necessary services. These services are essential for parks and City facilities in order to prevent or combat any insect/rodent invasion.  More often than not, the source of an infestation is hidden away from everyday sight. Some of the most common pests, such as rodents, ticks, and mosquitos, can transfer terrible diseases which can create health concerns for City staff and residents. A professional pest control technician has the training and experience needed to identify and abate any and all types of pests that may inhabit or affect our City facilities and parks. Without these services, the City risks having a pest infestation which could damage or contaminate property and create health concerns for staff and residents.

From approximately November 26, 2020, through December 07, 2020, a Request for Proposal (RFP) process took place. The RFP (Exhibit No. 2) was advertised through PlanetBids and the Daily Journal, and it resulted in the receipt of three (3) proposals, as set forth in the table below.

One proposal was eliminated as nonresponsive due to not meeting submittal deadline requirements specified in the RFP. Staff reviewed and evaluated the remaining two proposals based on the criteria outlined in the RFP, which included price, experience, and performance. 

Based on its review, staff determined that Animal Pest Management Services, Inc. (“APM”) possesses the demonstrated competence and the professional qualifications necessary for satisfactory performance of the required services and offers a fair and reasonable price. APM was by far the lowest responsive bidder, with a bid amount of $41,115 per 12-month period. Accordingly, pursuant to Carson Municipal Code Section 2611(c), staff recommends that the City Council award the contract to APM. The proposed Agreement with APM, which provides for the pest services to be performed for a three-year term for a not-to-exceed contract sum of $123,345, is attached for the Council’s consideration as Exhibit No. 1. The Agreement also contains City options to extend the term for up to two additional one-year periods beyond the initial three-year term, for the annual amount of $41,115.

 

V.                     FISCAL IMPACT

The funding for the remainder of Fiscal Year 2020-21 will be absorbed by the Department of Public Works using available existing budgeted funding. The funding for the subsequent fiscal years will be appropriated from the General Fund. The annual amount of $41,115 will be charged to account 101-80-840-105-6004.
