ACTIVE SHOOTER TRAININGS AND PROTOCOL

I. SUMMARY

In light of the recent shooting incident at Foisia Park on Saturday, May 21, 2022, and the increase in national tragedies involving gun violence, members of the Parks, Recreation, and Cultural Arts Commission requested more information regarding how Community Services staff are being trained and the protocols in place if a shooting occurs at Carson facilities.
For any future incidents, the City will quickly determine what types of services are needed for Carson residents and staff, including the following:
* Counseling services
* Rescheduling/postponing practices/games
* Annual training of staff on Active Shooter at in-service/new employee orientation
* Increase Security and Los Angeles Sheriff's Department (LASD) presence with patrols and Park Enforcement team
Moreover, Community Services will continue to work/review with LASD Park Enforcement team on active shooter drills and plans at our facilities.

IV. BACKGROUND

With the recent shooting incident at Foisia Park during the baseball season on Saturday, May 21, 2022, and the national tragedies involving gun violence, Commissioners requested more information on how Community Services staff are being trained and the current protocols that are in place.
In response to a shooting incident at Foisia Park on May 21, 2022, the City held a Community meeting on Saturday, May 28, 2022, to address what occurred and any safety concerns that residents may have. As a result of the meeting, the Mayor sent a letter to the Youth Sport teams that were present at Foisia Park during the incident (Exhibit 1).
