PUBLIC HEARING TO CONSIDER A SUBSTANTIAL AMENDMENT TO THE 2021-2022 ANNUAL ACTION PLAN (CITY COUNCIL)

Body
I. SUMMARY

Staff is requesting the City Council consider amending the City's 2021-2022 Annual Action Plan to reallocate previously budgeted Community Development Block Grant (CDBG) funds to meet previously unanticipated needs. This proposed amendment transfers $220,000 from the Anderson Park ADA improvement project to the Neighborhood Pride Program. Due to bidding requirements, the Anderson Park improvements could not be completed in time for Program year (PY) 2021-2022 and as part of the adoption of the draft 2022-2023 Annual Action Plan (another agenda item), the $220,000 is recommended to be allocated again to Anderson Park.
U. S. Department of Housing and Urban Development (HUD) regulations, as well as the City's Citizen Participation Plan, require that public hearings be held by the City Council regarding proposed Substantial Amendments prior to their submission to HUD.


II. RECOMMENDATION
Recommendation

TAKE the following actions:

1. OPEN the Public Hearing, TAKE public testimony, and CLOSE the Public Hearing.

2. APPROVE the submission of a Substantial Amendment to the 2021-2022 Annual Action Plan to the U. S. Department of Housing and Urban Development.

3. AUTHORIZE the following reallocation of Community Development Block Grant (CDBG) funds within the 2021-2022 Annual Action Plan: From Anderson Park Improvements to Neighborhood Pride Program (Residential Rehabilitation): $220,000.
