CONSIDER ADOPTION OF CALIFORNIA OFFICE OF EMERGENCY SERVICES (CALOES) FORM 130 DESIGNATING AGENTS NECESSARY TO PROVIDE FOR ALL MATTERS PERTAINING TO STATE AND FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) REIMBURSEMENTS (CITY COUNCIL)

I. SUMMARY
Under the California Disaster Assistance Act and Public Law 93-288 for Disaster Relief and Emergency Assistance, the City of Carson is eligible to receive funding for adoption of a Federal Emergency Management Agency (FEMA) approved Local Hazard Mitigation Plan (LHMP).
Staff recommends City Council (Council) to adopt Cal OES form 130 and authorize the City Manager sign the Local Match Fund Commitment Letter for submittal to the State of California Governor's Office of Emergency Services (Cal OES) and FEMA.
II. RECOMMENDATION
Recommendation
1. ADOPT Cal OES Form 130, "Designation of Sub-recipient's Agency Resolution Hazard Mitigation Grant Program and Pre-Disaster Mitigation Program.
2. AUTHORIZE City Manager to sign Local Match Fund Commitment Letter.

1. TAKE another action City Council deems appropriate, subject to compliance with applicable law.
IV. BACKGROUND
The City of Carson is eligible to receive funding for adoption of a FEMA approved Local Hazard Mitigation Plan (LHMP) under the California Disaster Assistance Act and Public Law 93-288 for Disaster Relief and Emergency Assistance.
The City Council has adopted CalOES Form 130 on April 20, 2020 via Resolution No. 20-2053 (Exhibit No. 3). However, Resolution No. 20-053 was only regarding COVID-19 response and recovery (FEMA Disaster Control Number #4482). The LHMP is under a different funding opportunity, thus the form must be adopted by the City Council (FEMA Disaster Control Number #4458).
