CONSIDER ADOPTION OF CALIFORNIA OFFICE OF EMERGENCY SERVICES (CALOES) FORM 130 DESIGNATING AGENTS NECESSARY TO PROVIDE FOR ALL MATTERS PERTAINING TO STATE AND FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) REIMBURSEMENTS (CITY COUNCIL)

I. SUMMARY
Under the California Disaster Assistance Act and Public Law 93-288 for Disaster Relief and Emergency Assistance, the City of Carson is eligible to receive funding for adoption of a Federal Emergency Management Agency (FEMA) approved Local Hazard Mitigation Plan (LHMP).
Staff recommends City Council (Council) to adopt Cal OES form 130 and authorize the City Manager sign the Local Match Fund Commitment Letter for submittal to the State of California Governor’s Office of Emergency Services (Cal OES) and FEMA.
II. RECOMMENDATION
Recommendation
1. ADOPT Cal OES Form 130, “Designation of Sub-recipient’s Agency Resolution Hazard Mitigation Grant Program and Pre-Disaster Mitigation Program.
2. AUTHORIZE City Manager to sign Local Match Fund Commitment Letter.

IV. BACKGROUND
The City of Carson is eligible to receive funding for adoption of a FEMA approved Local Hazard Mitigation Plan (LHMP) under the California Disaster Assistance Act and Public Law 93-288 for Disaster Relief and Emergency Assistance.
The City Council has adopted CalOES Form 130 on April 20, 2020 via Resolution No. 20-2053 (Exhibit No. 3). However, Resolution No. 20-053 was only regarding COVID-19 response and recovery (FEMA Disaster Control Number #4482). The LHMP is under a different funding opportunity, thus the form must be adopted by the City Council (FEMA Disaster Control Number #4458).
Cal OES and FEMA have not comingled the funds for these different opportunities. Resolution No. 20-053 does not include LHMP in the scope of work. Therefore, not including this document will eliminate the City’s opportunity to recover the costs associated with updating the currently expired Local Hazard Mitigation Plan. Staff anticipates the projected costs to update the Local Hazard Mitigation Plan will approximately $100,000.
The federal government’s share of this total cost is seventy-five percent (75%) or $75,000. The City of Carson is responsible for a share of twenty-five percent (25%) or $25,000 of the funding opportunity. Administrative costs of City personnel related to the LHMP cover the cost of the City’s share entirely. Salary + fringe benefits of staff working on the funding opportunity, covers the $25,000 match required of the City; giving the City no fiscal impact.
Cal OES Form 130 (Exhibit No. 1) and Local Match Fund Commitment Letter (Exhibit No. 2) gives the City eligibility to receive $75,000 in federal funding reimbursement for the updating of the LHMP, education, and outreach regarding natural and man-made hazards in the community. Upon approval by the City Council, Cal OES Form 130 and the Local Match Fund Commitment Letter will be submitted with the sub-recipient application and documentation.
