CONSIDER RECOMMENDATIONS FROM THE MAYOR AND MAYOR PRO-TEMPORE REGARDING THE CONSOLIDATION, REORGANIZATION AND/OR ELIMINATION OF THE CITY’S COMMISSIONS, COMMITTEES AND BOARDS; AND/OR CITY COUNCIL SUB-COMMITTEES; AND/OR CITY-AFFILIATED ORGANIZATIONS (CITY COUNCIL)

I. SUMMARY
At the January 26, 2021, City Council meeting, the City Council approved by minute order the formation of an Ad Hoc Committee consisting of Mayor Lula Davis-Holmes and Mayor Pro-Tempore Jim Dear to develop recommendations for consolidating the Commissions, Committees, and Boards (the “CCBs”) for the City of Carson. This report transmits the recommendations of the CCB Consolidation Ad Hoc Committee.
II. RECOMMENDATION
Recommendation
CONSIDER and DISCUSS the recommendations of the CCB Consolidation Ad Hoc Committee that are provided in this staff report and APPROVE those that only require minute orders.

IV. BACKGROUND
The CCB Consolidation Ad Hoc Committee met on February 3, 2021, and again on February 9, 2021, to develop its recommendations. A summary of these proposed changes is attached. Commissions that have been created by ordinance will require staff to return with proposed revisions at a future City Council meeting. Eliminating Council Sub-Committees can be effectuated at tonight’s City Council meeting by minute order.
V. FISCAL IMPACT
The elimination of any CCBs or reduction of membership will likely reduce costs depending upon the City Council’s final action since certain appointments receive compensation for their participation.
