CONSIDERATION OF RESOLUTION NO. 20-104 AUTHORIZING THE EXECUTION OF PROGRAM SUPPLEMENT AGREEMENT NO. F024 TO THE ADMINISTERING AGENCY-STATE MASTER AGREEMENT NO. 07-5403F15 FOR FEDERAL-AID PROJECTS FOR THE DESIGN PHASE OF PROJECT NO. 1649 [FEDERAL NO. HSIP-5403(030)]: TRAFFIC SIGNAL INTERSECTION UPGRADES; AND RESOLUTION NO. 20-107 AMENDING THE FISCAL YEAR 2020-21 BUDGET IN THE GENERAL FUND (CITY COUNCIL)

I. SUMMARY
The City of Carson was awarded a grant for intersection upgrades and has been authorized to proceed with the design work for Project No. 1649: Traffic Signal Intersection Upgrades. This is a federally funded project to upgrade the intersections of Avalon Boulevard and Victoria Street, Main Street and Sepulveda Boulevard, Main Street and 220th Street, Main Street and 223rd Street, Figueroa Street and 223rd Street, and Figueroa Street and Torrance Boulevard in Carson.
The funding for this project is provided by the Highway Safety Improvement Program (HSIP) federal fund. According to the Federal Highway Administration (FHWA) and the California Department of Transportation (Caltrans), adoption of a resolution by the City Council authorizing the execution of the Program Supplement Agreement to the Administering Agency-State Master Agreement No. 07-5403F15 between the State and the City is required (Exhibit No. 1).
Program Supplement Agreement No. F024 obligates up to $198,540.00 in HSIP federal funds for the design phase of this project, and it requires a local city match of $22,060.00 (Exhibit No. 2) and amending the fiscal year 2020-21 budget in the general fund (Exhibit No. 3).
II. RECOMMENDATION
