CONSIDERATION OF RESOLUTION NO. 20-104 AUTHORIZING THE EXECUTION OF PROGRAM SUPPLEMENT AGREEMENT NO. F024 TO THE ADMINISTERING AGENCY-STATE MASTER AGREEMENT NO. 07-5403F15 FOR FEDERAL-AID PROJECTS FOR THE DESIGN PHASE OF PROJECT NO. 1649 [FEDERAL NO. HSIP-5403(030)]: TRAFFIC SIGNAL INTERSECTION UPGRADES; AND RESOLUTION NO. 20-107 AMENDING THE FISCAL YEAR 2020-21 BUDGET IN THE GENERAL FUND (CITY COUNCIL)

I. SUMMARY
The City of Carson was awarded a grant for intersection upgrades and has been authorized to proceed with the design work for Project No. 1649: Traffic Signal Intersection Upgrades. This is a federally funded project to upgrade the intersections of Avalon Boulevard and Victoria Street, Main Street and Sepulveda Boulevard, Main Street and 220th Street, Main Street and 223rd Street, Figueroa Street and 223rd Street, and Figueroa Street and Torrance Boulevard in Carson.
The funding for this project is provided by the Highway Safety Improvement Program (HSIP) federal fund. According to the Federal Highway Administration (FHWA) and the California Department of Transportation (Caltrans), adoption of a resolution by the City Council authorizing the execution of the Program Supplement Agreement to the Administering Agency-State Master Agreement No. 07-5403F15 between the State and the City is required (Exhibit No. 1).
Program Supplement Agreement No. F024 obligates up to $198,540.00 in HSIP federal funds for the design phase of this project, and it requires a local city match of $22,060.00 (Exhibit No. 2) and amending the fiscal year 2020-21 budget in the general fund (Exhibit No. 3).
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. WAIVE further reading and ADOPT Resolution No. 20-104, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AUTHORIZING THE EXECUTION OF PROGRAM SUPPLEMENT AGREEMENT NO. F024 TO THE ADMINISTERING AGENCY-STATE MASTER AGREEMENT NO. 07-5403F15 FOR FEDERAL-AID PROJECTS FOR THE DESIGN PHASE OF PROJECT NO. 1649 [FEDERAL NO. HSIP-5403(030)]: TRAFFIC SIGNAL INTERSECTION UPGRADES.”
2. WAIVE further reading and ADOPT Resolution No. 20-107, “A RESOLUTION OF THE CITY OF CARSON CITY COUNCIL AMENDING THE FISCAL YEAR 2020-21 BUDGET IN THE GENERAL FUND.”

III. ALTERNATIVES
1. DO NOT ADOPT Resolutions No. 20-104 and No. 20-107. However, if the City does not execute the Program Supplement Agreement, it would not be eligible to receive federal and state funds for this project. No invoices for reimbursement can be submitted to Caltrans until the Program Supplement Agreement is fully executed.
2. TAKE another action the City Council deems appropriate.
IV. BACKGROUND
Project No. 1649 will provide upgrade to traffic signals at various intersections. The project is funded by a federal grant that is administered by Caltrans, and includes the following intersections:
• Avalon Boulevard and Victoria Street
• Main Street and Sepulveda Boulevard
• Main Street and 220th Street
• Main Street and 223rd Street
• Figueroa Street and 223rd Street
• Figueroa Street and Torrance Boulevard
Intersection upgrades include new signal heads, ADA ramps, service upgrades, LED safety lighting, bike detection, audible pedestrian signals, signal poles, signal mast arms, signal cabinets, raised medians, signing, striping, and left-turn phasing.
Carson administers federally funded projects under the auspices of the current Administering Agency-State Master Agreement between the City of Carson and the State of California. An updated version of this agreement (Master Agreement No. 07-5403F15) was approved by the City Council on March 21, 2017 and the update of that Agreement is on this agenda.
In order to be eligible for reimbursement, each individual project that is federally funded must have a Program Supplement Agreement that is executed by adopting a resolution.
The resolution under consideration would obligate the expenditure of up to $198,540.00 for the signal upgrades project, which would be reimbursed through the HSIP grant. In addition, it is required to appropriate funding for the local match requirement of $22,060.00 from the City’s General Fund.
V. FISCAL IMPACT
The Program Supplemental Agreement under consideration will provide the opportunity for the City of Carson to be reimbursed for an amount not-to-exceed $198,540.00 from the HSIP grant for the design phase of the Traffic Signal Intersection Upgrades project, which requires to appropriate funding for the amount of the reimbursable work and for the local match requirement of $22,060.00 from the City’s General Fund.
