I. SUMMARY

The City of Carson was awarded a grant for traffic safety analysis conducted for specific hotspots within the City and has been authorized to proceed with the project: Systemic Safety Analysis. This is a State funded project to develop a Local Roadway Safety Plan (LRSP) that evaluates the citywide roadway network using a defined set of criteria to prioritize and identify safety projects for future HSIP funding consideration.
The funding for this project is provided by the Local Roadway Safety Plan (LRSP) State fund. According to the California Department of Transportation (Caltrans), adoption of a resolution by the City Council authorizing the execution of the Program Supplement Agreement to the Administering Agency-State Master Agreement No. 00562S between the State and the City is required (Exhibit No. 1). Program Supplement Agreement No. U38 obligates up to $72,000.00 in LRSP State funds for the traffic safety analysis, and it requires a local city match of $8,000.00 (Exhibit No. 2) and amending the fiscal year 2020-21 budget in the general fund (Exhibit No. 3).


II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. WAIVE further reading and ADOPT Resolution No. 20-103, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AUTHORIZING THE EXECUTION OF PROGRAM SUPPLEMENT NO. U38 TO THE ADMINISTERING AGENCY-STATE MASTER AGREEMENT NO. 00562S FOR STATE-FUNDED PROJECTS FOR PROJECT NO. 1658 [PROJECT NUMBER: LRSP-5403(029)]: SYSTEMIC SAFETY ANALYSIS."
