CONSIDERATION OF RESOLUTION NO. 20-103 AUTHORIZING THE EXECUTION OF PROGRAM SUPPLEMENT AGREEMENT NO. U38 TO THE ADMINISTERING AGENCY-STATE AGREEMENT NO. 00562S FOR STATE FUNDED PROJECTS FOR PROJECT NO. 1658 [PROJECT NUMBER: LRSP-5403(029)]: SYSTEMIC SAFETY ANALYSIS; AND RESOLUTION NO. 20-106 AMENDING THE FISCAL YEAR 2020-21 BUDGET IN THE GENERAL FUND (CITY COUNCIL)

I. SUMMARY
The City of Carson was awarded a grant for traffic safety analysis conducted for specific hotspots within the City and has been authorized to proceed with the project: Systemic Safety Analysis. This is a State funded project to develop a Local Roadway Safety Plan (LRSP) that evaluates the citywide roadway network using a defined set of criteria to prioritize and identify safety projects for future HSIP funding consideration.
The funding for this project is provided by the Local Roadway Safety Plan (LRSP) State fund. According to the California Department of Transportation (Caltrans), adoption of a resolution by the City Council authorizing the execution of the Program Supplement Agreement to the Administering Agency-State Master Agreement No. 00562S between the State and the City is required (Exhibit No. 1). Program Supplement Agreement No. U38 obligates up to $72,000.00 in LRSP State funds for the traffic safety analysis, and it requires a local city match of $8,000.00 (Exhibit No. 2) and amending the fiscal year 2020-21 budget in the general fund (Exhibit No. 3).
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. WAIVE further reading and ADOPT Resolution No. 20-103, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AUTHORIZING THE EXECUTION OF PROGRAM SUPPLEMENT NO. U38 TO THE ADMINISTERING AGENCY-STATE MASTER AGREEMENT NO. 00562S FOR STATE-FUNDED PROJECTS FOR PROJECT NO. 1658 [PROJECT NUMBER: LRSP-5403(029)]: SYSTEMIC SAFETY ANALYSIS.”
2. WAIVE further reading and ADOPT Resolution No. 20-106 “A RESOLUTION OF THE CITY OF CARSON CITY COUNCIL AMENDING THE FISCAL YEAR 2020-21 BUDGET IN THE GENERAL FUND.”

III. ALTERNATIVES
1. DO NOT ADOPT Resolutions No. 20-103 and No. 20-106. However, if the City does not execute the Program Supplement Agreement, it would not be eligible to receive State fund for this project. No invoices for reimbursement can be submitted to Caltrans until the Program Supplement Agreement is fully executed.
2. TAKE another action the City Council deems appropriate.
IV. BACKGROUND
This project will evaluate the citywide roadway network using a defined set of criteria to prioritize and identify safety projects for future HSIP funding consideration. A broad safety analysis will be conducted for the entire City to identify intersections and roadway segments that have hotspots with high concentrations of collisions. Also, this analysis will identify intersections and roadways with a past history of fatal and severe injury collisions.
Carson administers State funded projects under the auspices of the current Administering Agency-State Master Agreement between the City of Carson and the State of California. An updated version of this agreement (Master Agreement No. 00562S) is also being presented on this agenda as one of the consent items (File ID No. 2020-468) for consideration of the City Council.
In order to be eligible for reimbursement, each individual project that is State funded must have a Program Supplement Agreement that is executed by adopting a Resolution. The resolution under consideration would obligate the expenditure of up to $72,000.00 for the systemic safety analysis, which would be reimbursed through the LRSP grant. In addition, it is required to appropriate funding for the local match requirement of $8,000 from the City’s General Fund.
V. FISCAL IMPACT
The Program Supplemental Agreement under consideration will provide the opportunity for the City of Carson to be reimbursed for an amount not-to-exceed $72,000.00 from the LRSP grant for the systemic safety analysis, which requires to appropriate funding for the amount of the reimbursable work and for the local match requirement of $8,000.00 from the City’s General Fund.
