CONSIDERATION OF A CONTRACT SERVICES AGREEMENT WITH GENERAL TECHNOLOGIES AND SOLUTIONS (GTS), LLC TO PROVIDE TRAFFIC SIGNAL DESIGN SERVICES TO PREPARE THE PLANS, SPECIFICATIONS, AND ESTIMATES (PS&E) FOR UPGRADING TRAFFIC SIGNALS AT THE INTERSECTION OF FIGUEROA STREET AND VICTORIA STREET/190TH STREET - PROJECT NO. 1415 [FEDERAL AID PROJECT NO. HSIPL-5403(028)] (CITY COUNCIL)

I. SUMMARY
The City of Carson was awarded a Highway Safety Improvement Program (HSIP) grant to upgrade traffic signals at the intersection of Figueroa Street and Victoria Street/190th Street (Exhibit No.1). This grant provides funds totaling $202,400.00 for both the design and construction of traffic signal upgrades.
A Request for Proposals (RFP) for Design Services was issued on March 12, 2020, and responses were due on April 23, 2020. Five conforming proposals were submitted and General Technologies and Solutions ("GTS") was the top ranked firm. A contract for a not-to-exceed amount of $51,041.38 was prepared and is presented for the City Council's approval (Exhibit No. 2).
The Caltrans Local Assistance Procedures Manual (LAPM) provides guidance regarding fiscal and federal provisions that are required in federal-aid funded local transportation-related project contracts, and the City's standard form contract was amended significantly to adhere to these requirements.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. APPROVE the proposed Contract Services Agreement with General Technologies and Solutions (GTS), LLC for the preparation of construction plans, specifications, and estimates for Project No. 1415 [Federal Aid Project No. HSIPL-5403(028)], for a not-to-exceed contract sum of $51,041.38 (Exhibit 2) ("Agreement").
2. AUTHORIZE the Mayor to execute the Agreement following approval as to form by the City Attorney.
