CONSIDERATION OF A CONTRACT SERVICES AGREEMENT WITH GENERAL TECHNOLOGIES AND SOLUTIONS (GTS), LLC TO PROVIDE TRAFFIC SIGNAL DESIGN SERVICES TO PREPARE THE PLANS, SPECIFICATIONS, AND ESTIMATES (PS&E) FOR UPGRADING TRAFFIC SIGNALS AT THE INTERSECTION OF FIGUEROA STREET AND VICTORIA STREET/190TH STREET - PROJECT NO. 1415 [FEDERAL AID PROJECT NO. HSIPL-5403(028)]   (CITY COUNCIL)

I.                     SUMMARY

The City of Carson was awarded a Highway Safety Improvement Program (HSIP) grant to upgrade traffic signals at the intersection of Figueroa Street and Victoria Street/190th Street (Exhibit No.1). This grant provides funds totaling $202,400.00 for both the design and construction of traffic signal upgrades.

A Request for Proposals (RFP) for Design Services was issued on March 12, 2020, and responses were due on April 23, 2020. Five conforming proposals were submitted and General Technologies and Solutions (“GTS”) was the top ranked firm. A contract for a not-to-exceed amount of $51,041.38 was prepared and is presented for the City Council’s approval (Exhibit No. 2).

The Caltrans Local Assistance Procedures Manual (LAPM) provides guidance regarding fiscal and federal provisions that are required in federal-aid funded local transportation-related project contracts, and the City’s standard form contract was amended significantly to adhere to these requirements.

 

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:                     

1.                     APPROVE the proposed Contract Services Agreement with General Technologies and Solutions (GTS), LLC for the preparation of construction plans, specifications, and estimates for Project No. 1415 [Federal Aid Project No. HSIPL-5403(028)], for a not-to-exceed contract sum of $51,041.38 (Exhibit 2) (“Agreement”).

 

2.                     AUTHORIZE the Mayor to execute the Agreement following approval as to form by the City Attorney.

 

3.                     ADOPT Resolution No. 20-084, “A RESOLUTION OF THE CITY OF CARSON CITY COUNCIL AMENDING THE FISCAL YEAR 2019-20 BUDGET IN THE GENERAL FUND.”

2. TAKE another action the City Council deems appropriate, consistent with the requirements of the law.                     

 

IV.                     BACKGROUND

Project No. 1415 will provide upgraded traffic signals at the intersection of Figueroa Street and Victoria Street/190th Street in Carson. The existing traffic signal located on the boundary of the cities of Carson and Los Angeles is currently a two-phase signal. A number of collisions were analyzed directly from collision reports received from the Los Angeles Police Department and Los Angeles County Sheriffs. It was identified that the primary causes of collisions were automobile right of way violations. The pattern observed was a large frequency of left turn collisions, especially in the north bound direction, and the majority were cited as automobile right of way violations. Adding protective left turn phasing to those moves will greatly reduce right of way violations. The upgrade would provide protected left-turn phases in all four directions, new signal hardware (lenses, back plates, mounting features, etc.), new poles and mast arms where needed, improved curb ramps, countdown pedestrian heads, and upgrade of the conventional pedestrian push buttons. We anticipate that the project will be fully funded by a federal grant that is administered by Caltrans. 

Staff solicited proposals from qualified firms to provide the necessary professional engineering services.  Five firms submitted proposals that staff screened, reviewed, evaluated, and scored using the solicitation criteria.

The evaluations and rankings were performed without regard to the consultant fee in accordance with Section 4526 of the Government Code, which states, in part, “... selection by a state or local agency head for professional services or private architectural, engineering, land surveying, or construction project management firms shall be on the basis of demonstrated competence and on the professional qualifications for the satisfactory performance of the services required.”  This section was written into the Government Code to prevent selection of consultants based solely on fees.

Staff determined that GTS was the most knowledgeable, most qualified and most responsive firm.

GTS will have four months from the notice to proceed to complete the plans, specifications and estimates (PS&E) as outlined in the contract and work plan. Coast Surveying, C Below, and Avant-Garde are sub-consultants to GTS and they will perform the associated topographic surveys, potholing services, and HSIP funding requirement processing assistance, respectively.

 

In addition to the typical engineering work that occurs on roadway projects (project management/administration and preparation of the PS&Es), GTS will provide funding administration support, coordinate with other agencies, and provide construction support services.

V.                     FISCAL IMPACT

There is no Fiscal Impact to the City’s General Fund. This is a Special Revenue fund and a Program Supplement Agreement with Caltrans was previously executed and provides the mechanism for the City of Carson to be reimbursed by Caltrans for an amount not-to exceed $51,041.38.

Approval of Resolution No. 20-084 (a budget resolution) is an administrative function that allows the Finance Department to transfer funds between accounts (Exhibit No. 3).
