CONSIDER APPROVING A 180-DAY CONTRACT EXTENSION WITH SPORTS OFFICIALS FOR YOU, LLC TO PROVIDE OFFICIATING SERVICES FOR THE 2019-2020 BASKETBALL SEASON (CITY COUNCIL)

I. SUMMARY
The City of Carson's Recreation Division currently has an agreement with Sports Officials for You, LLC to provide on-call sports officiating services for the Youth Sports program. Tonight, the City Council is asked to consider Recreation's request for a 180-day extension from the original termination date of December 4, 2019. This action would permit utilizing the firm's services through the 2019-2020 basketball season, which starts on December 14, 2019, and is expected to end on March 14, 2020. In the near future, the Division intends to commence a Request for Proposals (RFP) process for this service for both the Adult and Youth Sports programs.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. APPROVE extending the contract for 180 days with Sports Officials for You, LLC to provide on-call sports officiating services for the Youth Sports Program.
2. AUTHORIZE the Mayor to execute the agreement, following approval as to form by the City Attorney.

IV. BACKGROUND
The City entered into a contract with Sports Officials for You, LLC to provide on-call sports officiating services for the Youth Sports program. Though the agreement was executed in December 4, 2018, services did not commence until April 2019, which resulted in the exclusion of the 2018-2019 basketball season. Contract implementation was delayed due to the required certificate of insurance and issues concerning sports officials Live Scan responsibilities.
