CONSIDER APPROVAL TO EXTEND THE AGREEMENT WITH WORLD PRIVATE SECURITY, INC. FOR PROFESSIONAL CROSSING GUARD SERVICES (CITY COUNCIL)

I. SUMMARY

On March 4, 2015, City Council awarded a three-year contract service agreement ("2015 Agreement") with World Private Security, Inc. (WPSI) to provide professional crossing guard services for the City of Carson (Exhibit No. 1). The original term of the 2015 Agreement was for the period between July 1, 2015 through June 30, 2018, with the option of two additional one-year contract extensions.

On June 19, 2018, City Council approved the first additional one-year contract extension with WPSI ("2018 Agreement") for the period between July 1, 2018 through June 30, 2019 (Exhibit Nos. 2-3).

The item now before Council is to obtain approval of the second one-year contract service agreement for the period between July 1, 2019 through June 30, 2020 (Exhibit 5).


II. RECOMMENDATION
Recommendation

TAKE the following actions:

1. APPROVE a one-year contract extension of the contract service agreement with World Private Security, Inc. to provide professional crossing guard services for the City of Carson from July 1, 2019 through June 30, 2020.

2. AUTHORIZE the Mayor to execute the contract extension following approval as to form by the City Attorney.

III. ALTERNATIVES

1. DIRECT staff to open the Request-for-Proposal (RFP) process and seek bids from other qualified vendors.

2. TAKE another action City Council deems appropriate.


IV. BACKGROUND

Within the City of Carson there are 25 crossing guard locations. Twenty of these locations are staffed by World Private Security, Inc. (WPSI) and the remaining five locations are staffed by part-time City employees.

WPSI has provided excellent, quality, and professional service to the City of Carson in the area of pedestrian safety since July 2015. WPSI has also augmented the City...
