CONSIDER APPROVAL TO EXTEND THE AGREEMENT WITH WORLD PRIVATE SECURITY, INC. FOR PROFESSIONAL CROSSING GUARD SERVICES (CITY COUNCIL)

I.                     SUMMARY

On March 4, 2015, City Council awarded a three-year contract service agreement (“2015 Agreement”) with World Private Security, Inc. (WPSI) to provide professional crossing guard services for the City of Carson (Exhibit No. 1). The original term of the 2015 Agreement was for the period between July 1, 2015 through June 30, 2018, with the option of two additional one-year contract extensions.

 

On June 19, 2018, City Council approved the first additional one-year contract extension with WPSI (“2018 Agreement”) for the period between July 1, 2018 through June 30, 2019 (Exhibit Nos. 2-3).

 

The item now before Council is to obtain approval of the second one-year contract service agreement for the period between July 1, 2019 through June 30, 2020 (Exhibit 5).

 

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

 

1.                     APPROVE a one-year contract extension of the contract service agreement with World Private Security, Inc. to provide professional crossing guard services for the City of Carson from July 1, 2019 through June 30, 2020.

 

2.                     AUTHORIZE the Mayor to execute the contract extension following approval as to form by the City Attorney.

III.                     ALTERNATIVES

1.                     DIRECT staff to open the Request-for-Proposal (RFP) process and seek bids from other qualified vendors.

 

2.                     TAKE another action City Council deems appropriate.

 

IV.                     BACKGROUND

Within the City of Carson there are 25 crossing guard locations. Twenty of these locations are staffed by World Private Security, Inc. (WPSI) and the remaining five locations are staffed by part-time City employees.

 

WPSI has provided excellent, quality, and professional service to the City of Carson in the area of pedestrian safety since July 2015. WPSI has also augmented the City’s pedestrian safety program on an as-needed basis. Currently, when part-time City crossing guards go on leave, retire or resign, those positions are filled with crossing guards provided by WPSI.

 

During the initial three-year contract, 2015 Agreement, LA City and LA County separately approved new hourly minimum wage ordinance in 2015. The new minimum wage increase became effective July 1, 2016 for employers with 26 or more employees as follow:

• July 1, 2016 $10.50

• July 1, 2017 $12.00

• July 1, 2018 $13.25

• July 1, 2019 $14.25

• July 1, 2020 $15.00

 

(Hourly rate was at $9.00 in 2015 during RFP and contract approval. It increased to $10.00 on January 1, 2016)

 

During the 2015 Agreement, WPSI maintained its then hourly rate without requesting a rate increase to assist the City’s budget challenges despite increases in operational costs from the mandatory LA City and LA County minimum wage 33% increase during the initial contract term. WPSI continued to provide excellent service, responsiveness, and overall outstanding performance.

 

During the 2018 Agreement, WPSI increased the hourly rate of permanent/relief crossing guards and supervisor to $18.00 and $21.00 an hour respectively. Of the permanent/relief crossing guard hourly rate, $15.00 is paid directly to the guard; the remaining $3.00 covers WPSI operational expenses.  The cost to renew the agreement for the first additional one-year period of the agreement was $293,760.00 - 27% increase from the 2015 Agreement yearly purchase order sum of $231,307.

 

WPSI has agreed to hold the hourly rates of permanent/relief crossing guards and supervisor constant for the 2019-20 fiscal year (Exhibit No.6). The cost to renew the agreement for the second additional one-year period and memorialize an additional crossing guard location is $306,760.

 

The original contract provided for ten permanent crossing guards located at the

intersection of:

 

1. 213th Street / Bolsa Avenue

2. 215th Street / Orrick Avenue

3. 220th Street / Bonita Street (N/W Corner)

4. 220th Street / Bonita Street (N/E Corner)

5. 223rd Street / Moneta Avenue

6. 228th Street / Catskill Avenue

7. 236th Street / Catskill Avenue

8. Calbas Street / Bonita Street

9. Carson Street / Bonita Street (N/E Corner)

10. Carson Street / Bonita Street (S/W Corner)

 

During fiscal year 2015-16 five additional assignments were added due to death, illness and retirements of City part-time employees. These locations are:

 

1. Turmont Street / Central Avenue

2. 215th Street / Main Street

3. 213th Street / Water Street

4. 224th Street / Catskill Avenue

5. 224th Place / Caroldale Avenue

 

During fiscal year 2016-17, one additional assignment was added to the contact due to retirement of one City part-time employee:

 

1. Santa Fe Avenue / Carson Street

 

During fiscal year 2016-17, Council approved a pilot deployment for six months of four additional crossing guard locations. Subsequently on February 02, 2017, the City Council approved the four additional assignments permanently:

 

1. 220th Street / Figueroa Street

2. 220th Street / Moneta Avenue

3. Gunlock Avenue / Turmont Street

4. Andmark Avenue / Kramer Avenue

 

Additionally, during its meeting on February 02, 2017, Council approved staff recommendation to add one additional assignment at:

 

1. Figueroa Street / Shadwell Avenue

 

During fiscal year 2018-19, Council approved staff’s recommendation to remove crossing guard locations at the following assignments due to low rates of pedestrian traffic:

 

1. 215th Street/ Main Street

2. Turmont Street / Central Avenue

 

Lastly, on February 27, 2019, Executive Staff approved an additional crossing guard assignment at:

 

1. Diamondale Drive / Central Avenue

 

The City has five active part-time employees assigned at:

 

1. 189th Street / Towne Avenue

2. Avalon Boulevard / 220th Street

3. Avalon Boulevard / Scottsdale Drive

4. Billings Drive / Sherman Avenue

5. 236th Street / Panama Avenue

 

Staff recommends that the contract extension with WPSI for an additional one year period be approved.

 

 

V.                     FISCAL IMPACT

The contract extension and the addition of the crossing guard will cost the City up to $306,760 plus applicable taxes. Funds for the second extension have been requested as part of the 2019-2020 annual budget process in account number 101-55-593-133-6004 (General Fund/ City Manager/ Public Safety-Emergency Management/ Pedestrian Safety/ Contract Services).
