IV. BACKGROUND
Carson Municipal Code Section 2404 establishes the procedure for presenting matters to the City Council on the Council meeting agenda. Prior to the adoption of Ordinance 18-1832, Section 2404 provided that, when a Councilmember or department head requests the addition of an item to the Council meeting agenda, the City Manager determined which of such requested items are placed on the agenda. Ordinance 18-1832 amended Section 2404 of the Carson Municipal Code by determining that the placement of such items on City Council meeting agendas be up to the presiding officer.
