IV.                     BACKGROUND

Carson Municipal Code Section 2404 establishes the procedure for presenting matters to the City Council on the Council meeting agenda. Prior to the adoption of Ordinance 18-1832, Section 2404 provided that, when a Councilmember or department head requests the addition of an item to the Council meeting agenda, the City Manager determined which of such requested items are placed on the agenda. Ordinance 18-1832 amended Section 2404 of the Carson Municipal Code by determining that the placement of such items on City Council meeting agendas be up to the presiding officer. The City Manager shall meet and confer with the Mayor to discuss the items proposed for the Council meeting agenda and the Mayor shall review and finalize the agenda.

 

In the instance where a Department Head or Council Member has requested an item to be placed on an agenda that the City Manager or Mayor does not deem appropriate on a requested agenda, the City Manager shall inquire of the requesting party whether the item can be amended or placed on a subsequent agenda. After such consultation, if agreement cannot be reached, the City Manager shall bring the proposed item to an agenda under "Council Member Requests to Add Items to Future Agendas" and if the Council decides by a 2/3 (two-thirds) majority vote of Councilmembers present at that meeting to add such item to the agenda, then the City Manager shall add such item to the agenda for either the next regular meeting, or at a meeting determined by a majority vote of Councilmembers present at that meeting.
