CONSIDER APPROVING THE PURCHASE OF 10 BUS SHELTERS FOR PROJECT NO. 1536 - CARSON RAPID BUS PRIORITY SYSTEM (CITY COUNCIL)

I. SUMMARY

The City of Carson was awarded a grant by Los Angeles County Metropolitan Transportation Authority (LACMTA) for the amount of $584,150. A portion of the grant is dedicated to the purchase of bus shelters that will be installed at 10 locations around the Dignity Health Sports Park and California State University, Dominguez Hills.

II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. APPROVE the purchase of materials from Tolar Manufacturing Company Inc., for procurement of 10 bus shelters in the amount of $132,620.00
2. WAIVE the purchasing requirement as defined in Section 2611 (e) of the CMC and utilize sole source purchasing.
3. APPROVE contingency in the amount of $20,000 (15%) for any additional and unforeseen items necessary to complete the fabrication and installation of the bus shelters.

1. DO NOT APPROVE the purchase of material from Tolar Manufacturing Company Inc.
2. TAKE another action the City Council deems appropriate, consistent with the requirements of the law.

IV. BACKGROUND

The City of Carson was awarded a grant by Los Angeles County Metropolitan Transportation Authority (LACMTA) for the amount of $584,150. The funding agreement was executed by both the City and LACMTA in March 2017 (Exhibit No. 1). The "ExpressLanes Net Toll Revenue Reinvestment Grant" (Net Toll) is dedicated to improve the bus stops at 10 locations along Avalon Boulevard and along Victoria Street within the vicinity of the Dignity Health Sports Park and California State University Dominguez Hills campus (Exhibit No. 2).
