CONSIDER APPROVING THE PURCHASE OF 10 BUS SHELTERS FOR PROJECT NO. 1536 - CARSON RAPID BUS PRIORITY SYSTEM (CITY COUNCIL)

I.                     SUMMARY

The City of Carson was awarded a grant by Los Angeles County Metropolitan Transportation Authority (LACMTA) for the amount of $584,150.  A portion of the grant is dedicated to the purchase of bus shelters that will be installed at 10 locations around the Dignity Health Sports Park and California State University, Dominguez Hills.

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

1.                     APPROVE the purchase of materials from Tolar Manufacturing Company Inc., for  procurement of 10 bus shelters in the amount of $132,620.00

2.                     WAIVE the purchasing requirement as defined in Section 2611 (e) of the CMC and utilize sole source purchasing.

3.                     APPROVE contingency in the amount of $20,000 (15%) for any additional and unforeseen items necessary to complete the fabrication and installation of the bus shelters.

1.                     IV.                     BACKGROUND

The City of Carson was awarded a grant by Los Angeles County Metropolitan Transportation Authority (LACMTA) for the amount of $584,150.  The funding agreement was executed by both the City and LACMTA in March 2017 (Exhibit No. 1).  The “ExpressLanes Net Toll Revenue Reinvestment Grant” (Net Toll) is dedicated to improve the bus stops at 10 locations along Avalon Boulevard and along Victoria Street within the vicinity of the Dignity Health Sports Park and California State University Dominguez Hills campus (Exhibit No. 2). The improvement involves covered bus shelters that are illuminated by solar powered batteries, installation of bike racks, and repairs of adjacent sidewalks.  These improvements will increase the safety and ease of use for passengers who utilize the transit system. Staff will explore the other items, as defined in the scope of work associated with the funding agreement to further improve the transit system, and estimate if the remaining funds are sufficient.

The bus shelters will be uniform with the shelters that were installed along Carson Street as part of the recent street improvement project.  They are approximately 8-ft high and nearly 12-ft wide with an overhead canopy of about 5-ft and a seating bench.  Engineering staff conducted a field survey of the proposed locations, and have verified that there is sufficient space within the sidewalk area to accommodate 4 bus shelters with advertising windows (ad-boxes) and 6 bus shelters without ad-boxes, which considers the width for wheelchair access.

Tolar Manufacturing Company Inc., (Tolar) is the sole-source company, as these bus shelters are designed and fabricated specifically for the City of Carson (Exhibit No. 3) with “CARSON” embedded on the rear panel (Exhibit No. 4). In order to ensure consistency and uniformity of the bus shelters, it would be to the City’s advantage to continue to work with Tolar.  This requires City Council to waive the bidding procedures as defined by Section 2611 (e) of the CMC. Tolar has provided a quote for 6 non-advertising bus shelters (no ad-box) and 4 advertising bus shelters (with ad-box), that includes a seating bench and all pertaining appurtenances for the amount of $132,620.00 (Exhibit No. 5)

Tolar is a leading manufacturer in the design and fabrication of high quality transit shelters, street furniture, and more. With over 28 years of specialized industry experience, numerous public transit agencies have chosen Tolar for their transit shelter needs.  Tolar estimates fabrication of 12 weeks after receipt of purchase order.

Tolar will be responsible for the fabrication of the bus shelters and their delivery to the City’s Maintenance Yard. Assembly and installation of the bus shelters will be the City’s responsibility, and will be coordinated with the City’s Public Works maintenance crew.  Utilizing the City’s crew will expedite completion and also satisfy LACMTA’s local match requirements.

 

 

 

V.                     FISCAL IMPACT

No additional fiscal impact. LACMTA awarded a grant in 2017 in the amount of $584,150.  The grant from LACMTA required a 31.5% match ($268,709) for a total project cost (grant plus match) of $852,859. Expenditures will be reimbursed by LACMTA on a quarterly basis.  The local match requirements will be satisfied by utilizing the City’s Public Works maintenance crew to assemble and install the bus shelters, and utilizing the City’s Public Works engineering staff for engineering, design, and construction management.
