CONSIDER AN AWARD OF A CONSTRUCTION CONTRACT TO R.J. NOBLE COMPANY FOR DEL AMO BOULEVARD REHABILITATION FROM AVALON BOULEVARD TO CENTRAL AVENUE, PROJECT NOS. [1411 & 1393] AND FOR THE FIRST CITY PROJECT FUNDED BY SB1, PROJECT NO. 1547: TURMONT STREET REHABILITATION FROM AVALON BOULEVARD TO CENTRAL AVENUE (CITY COUNCIL)

I. SUMMARY
On December 5, 2017, the City Council approved the plans, specifications and estimates (PS&E) for the first City project funded by Senate Bill 1 (SB1), Project No. 1547: Turmont Street Rehabilitation from Avalon Boulevard to Central Avenue (Exhibit Nos. 1 and 2). To achieve SB1's requirement of sustaining the Maintenance of Effort (MOE), and to maximize economies of scale, and in consideration of the recently completed Pavement Management Study and the Sidewalk Assessment, the project area was expanded to include Project Nos. [1411 & 1393]: Del Amo Boulevard Rehabilitation from Avalon Boulevard to Central Avenue (Exhibit Nos. 3 and 4).
The Invitation for Bids (IFB) was advertised through the Our Weekly publication and the PlanetBids portal from January 25, 2018 to February 22, 2018. Six bids were received and it was determined that R.J. Noble Company was the lowest responsive and responsible bidder, with a total bid amount of $1,426,509.80
.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. AWARD a Construction Contract for Project No. 1547: Turmont Street Rehabilitation from Avalon Boulevard to Central Avenue for FY 2017/18, in the amount of $533,755.00, and Project Nos. [1411 & 1393]: Del Amo Boulevard Rehabilitation from Avalon Boulevard to Central Avenue, in the amount of $892,754.80 to the lowest responsive and responsible bidder, R.J. Noble Company.
2. AUTHORIZE the expenditure of construction contingencies in the amount of $187,490.20 (13.15%) for any unforeseen construction work such as substructure conflicts, c...
