I. SUMMARY

A contractor (Smart Tech Group, Inc.) was in the process of installing a traffic signal at the intersection of 223rd Street and Lucerne Street, when they stopped working without an explanation and subsequently declared bankruptcy. The Public Works Department received a quote from the Los Angeles County Department of Public Works (LACDPW) to complete Project No. 1439, and is requesting funding in the amount of $126,010.00 for materials and installation. The funding for this project will be provided through the former redevelopment agency bond, with no impact to the General Fund budget.

II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. WAIVE further reading and ADOPT Resolution No. 18-025, "A RESOLUTION OF THE CITY OF CARSON CITY COUNCIL AMENDING THE FISCAL YEAR 2017-18 BUDGET IN THE COOPERATIVE AGREEMENT BOND FUND."
2. AUTHORIZE the expenditure of $126,010.00 to fund the completion of a traffic signal installation at the intersection of 223rd Street and Lucerne Street.

IV. BACKGROUND

Smart Tech Group, Inc. was retained to install a traffic signal at the intersection of 223rd Street and Lucerne Street. They completed the underground installations (foundations, conduits, and electrical wiring), but the above-ground components such as the poles, controller cabinet, and traffic signals have not yet been installed. The company stopped working on the project and then declared bankruptcy. When Smart Tech Group abandoned the project, there were materials that had been purchased, but not delivered.
