CONSIDER ADOPTING RESOLUTION NO. 18-025 TO AUTHORIZE THE EXPENDITURE OF $126,010.00 TO FUND THE COMPLETION OF PROJECT NO. 1439: TRAFFIC SIGNAL INSTALLATION AT THE INTERSECTION OF 223RD STREET AND LUCERNE STREET (CITY COUNCIL)

I. SUMMARY
A contractor (Smart Tech Group, Inc.) was in the process of installing a traffic signal at the intersection of 223rd Street and Lucerne Street, when they stopped working without an explanation and subsequently declared bankruptcy. The Public Works Department received a quote from the Los Angeles County Department of Public Works (LACDPW) to complete Project No. 1439, and is requesting funding in the amount of $126,010.00 for materials and installation. The funding for this project will be provided through the former redevelopment agency bond, with no impact to the General Fund budget.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. WAIVE further reading and ADOPT Resolution No. 18-025, “A RESOLUTION OF THE CITY OF CARSON CITY COUNCIL AMENDING THE FISCAL YEAR 2017-18 BUDGET IN THE COOPERATIVE AGREEMENT BOND FUND.”
2. AUTHORIZE the expenditure of $126,010.00 to fund the completion of a traffic signal installation at the intersection of 223rd Street and Lucerne Street.

IV. BACKGROUND
Smart Tech Group, Inc. was retained to install a traffic signal at the intersection of 223rd Street and Lucerne Street. They completed the underground installations (foundations, conduits, and electrical wiring), but the above-ground components such as the poles, controller cabinet, and traffic signals have not yet been installed. The company stopped working on the project and then declared bankruptcy. When Smart Tech Group abandoned the project, there were materials that had been purchased, but not delivered. To rectify this, the City Council approved the purchase of the traffic signal poles at the September 5, 2017 meeting. Staff also worked with the bonding company and the City Attorney’s office to try and recoup the losses resulting from Smart Tech Group’s failure to complete the work.
In order to finish Project 1439, a request for quote was sent to Elecnor Belco Electric, Inc. and L.A. Traffic Signal Transportation, Inc. - the contractors that had initially submitted the second and third lowest bids after Smart Tech, as well as to LACDPW. Belco’s quote was $152,590 ($141,250 for labor and $11,340 for signs and striping), .LA. Traffic Signal did not submit a quote, and LACDPW’s quote was $91,300 ($85,000 for labor and $6,300 for signs and striping). In addition to the labor and material quote, additional funding is required for video detection and contingency. The total amount needed to complete the project is as follows:

V. FISCAL IMPACT
It is requested that funds in the amount of $126,010 be appropriated from account no. 84-70-999-985-8020/01439-01 to complete the installation of the traffic signal. The estimated fund balance for June 30, 2018 (the end of the current fiscal year) is $3,069,037.
