CONSIDERATION OF CONTRACTS WITH THE COUNTY OF LOS ANGELES AND WITH SHELTER PARTNERSHIP, INC., IN CONNECTION WITH THE COUNTY HOMELESS INITIATIVE HOMELESSNESS PLANNING GRANT (MEASURE H) (CITY COUNCIL)

I. SUMMARY

The March 2017 Los Angeles County ballot measure calling for a 1/4 cent increase in the sales tax to finance efforts to combat homelessness regionally has provided funding to assist cities in developing local homelessness plans. The City of Carson has applied for and has been approved for this funding. A resolution amending the Fiscal Year 2017-18 General Fund Budget to provide for this homelessness planning grant, along with contracts with the County of Los Angeles for this homelessness planning funding and with the City's recommended homelessness planning consultant, are being presented for approval.

II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. ADOPT Resolution No. 18-020, a Resolution of the City of Carson City Council Amending the Fiscal Year 2017-18 Budget in the General Fund.
2. APPROVE the proposed Contract by and between the County of Los Angeles and the City of Carson for Homeless Services.
3. APPROVE the proposed Contract Services Agreement by and between the City of Carson and Shelter Partnership, Inc.
4. AUTHORIZE the Mayor to execute both agreements following approval as to form by the City Attorney.

TAKE another action the City Council deems appropriate.

IV. BACKGROUND

In August of 2015, the County of Los Angeles initiated an effort to address the issue of homelessness throughout the County. A series of policy summits held during the fall of 2015 resulted in the development of some 47 strategy recommendations that were adopted by the Board of Supervisors in February of 2016.
