CONSIDERATION OF CONTRACTS WITH THE COUNTY OF LOS ANGELES AND WITH SHELTER PARTNERSHIP, INC., IN CONNECTION WITH THE COUNTY HOMELESS INITIATIVE HOMELESSNESS PLANNING GRANT (MEASURE H)   (CITY COUNCIL)

I.                     SUMMARY

The March 2017 Los Angeles County ballot measure calling for a ¼ cent increase in the sales tax to finance efforts to combat homelessness regionally has provided funding to assist cities in developing local homelessness plans.  The City of Carson has applied for and has been approved for this funding.  A resolution amending the Fiscal Year 2017-18 General Fund Budget to provide for this homelessness planning grant, along with  contracts with the County of Los Angeles for this homelessness planning funding and with the City’s recommended homelessness planning consultant, are being presented for approval.

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     ADOPT Resolution No. 18-020, a Resolution of the City of Carson City Council Amending the Fiscal Year 2017-18 Budget in the General Fund.

2.                     APPROVE the proposed Contract by and between the County of Los Angeles and the City of Carson for Homeless Services.

3.                     APPROVE the proposed Contract Services Agreement by and between the City of Carson and Shelter Partnership, Inc.

4.                     AUTHORIZE the Mayor to execute both agreements following approval as to form by the City Attorney.

IV.                     BACKGROUND

In August of 2015, the County of Los Angeles initiated an effort to address the issue of homelessness throughout the County.  A series of policy summits held during the fall of 2015 resulted in the development of some 47 strategy recommendations that were adopted by the Board of Supervisors in February of 2016.

 

As the projected cost for implementation of the adopted homelessness strategies far exceeded the locally available resources, the County placed a ballot measure, calling for a ¼ cent increase in the County sales tax, before the voters in March 2017.  This ballot measure, known as Measure H, was projected to generate $355 million annually for a period of ten years, with the proceeds earmarked toward efforts to prevent and combat homelessness.

 

Through the efforts of the city governments and councils of government throughout the County, the County Homeless Initiative was persuaded to earmark a portion of the Measure H revenues to the cities to assist them in developing their own comprehensive homelessness plans.  A Request for Proposals (RFP) process for these earmarked Measure H city planning dollars was administered jointly by the County Homeless Initiative and the United Way of Greater Los Angeles.  The amount of funding for which an individual jurisdiction was eligible was based on its homelessness total as determined by the 2017 Greater Los Angeles Homeless Count.  The City of Carson responded to this Request for Proposals, and was approved for a grant of $50,000.  Resolution No. 18-020 (Exhibit No. 3) would formally accept these grant funds.

 

The proposed agreement with the County of Los Angeles (Exhibit No. 1) sets forth the terms and conditions of this grant.  The grant provides for the securing of a consultant to assist the City in developing its homelessness plan.  City staff sought proposals from a number of recommended homelessness planning consultants, and is recommending approval of a consultant services agreement with Shelter Partnership, Inc. (Exhibit No. 2), in an amount not to exceed $35,000, for related homelessness planning services.

 

The projected timeframe for the completion of the homelessness plan provided for by this grant is June 30, 2018.

V.                     FISCAL IMPACT

The projected cost of the homelessness plan, including the $35,000 cost for the services to be provided by Shelter Partnership, Inc., will be covered by the $50,000 grant from the County of Los Angeles.  There is no General Fund impact.
