IV. BACKGROUND

The City's waste hauling franchise agreement with Waste Management expires on December 31, 2017. Staff advertised a Request for Proposals (RFP) for a consultant to administer a waste hauling RFP. Staff recommended hiring a consultant due to the need for waste hauling industry expertise and knowledge of the latest industry developments necessary to prepare a scope of services and evaluate any proposals received.
An RFP for the consulting services was advertised in Our Weekly and posted on the City's website on April 27, 2017; and again on May 25, 2017. A total of 46 vendors were notified directly. The final due date for proposals was June 5, 2017. The City received 3 proposals, listed below in alphabetical order.
* CSG Consultants $117,690
* HF&H Consultants $155,000
* R3 Consulting Group, Inc. $106,000
Staff has not fully evaluated the bids received. After advertising the consulting RFP, the City Attorney's Office began working with staff to develop the waste hauling RFP. Staff now recommends the consulting scope of services be modified, and limited to evaluation of any waste hauling proposals received. Therefore, staff recommends rejecting all three consulting bids received, and re-advertising a modified RFP for consulting services to evaluate waste hauling proposals.
