CONSIDER A CONTRACT SERVICES AGREEMENT WITH ALBERT GROVER & ASSOCIATES TO PREPARE THE PLANS, SPECIFICATIONS AND ESTIMATES FOR PROJECT NO. 1534: ACTIVE TRANSPORTATION PROGRAM INFRASTRUCTURE IMPROVEMENTS (CITY COUNCIL)

I. SUMMARY
Project No. 1534: Active Transportation Program Infrastructure Improvements is a federally-funded project to design and install high visibility crosswalks, countdown pedestrian signals, bike racks, vehicle speed feedback signs, and curb ramps at numerous locations throughout the City and bike lanes on Santa Fe Avenue. A request for proposals (RFP) was issued and proposals were received from six engineering firms to prepare the plans, specifications and estimates (PS&E) for the project. Staff has selected Albert Grover & Associates as the preferred company to proceed with the design. As the project is totally funded by a grant, all City expenditures for the design and installation work will be reimbursed, and there will be no impact to the City's general fund budget.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. APPROVE a Contract Services Agreement with Albert Grover & Associates to prepare plans, specifications and estimates for Project No. 1534: Active Transportation Program Infrastructure Improvements for a total contract sum of $50,314.00, which includes a proposal fee of $45,740.00 and a design contingency fee, if necessary, of $4,574.00 (10%) for any additional work that may be required to design this project as specified in the contract.
2. AUTHORIZE the Mayor to execute the Contract Services Agreement following approval as to form by the City Attorney.
3. AUTHORIZE the City Engineer to approve the plans, specifications and estimates upon completion by the consultant.
4. AUTHORIZE staff to advertise the work and call for construction bids for Project No. 1534 upon approval of the plans, specifications and estimates.
