CONSIDER A CONTRACT SERVICES AGREEMENT WITH ALBERT GROVER & ASSOCIATES TO PREPARE THE PLANS, SPECIFICATIONS AND ESTIMATES FOR PROJECT NO. 1534: ACTIVE TRANSPORTATION PROGRAM INFRASTRUCTURE IMPROVEMENTS (CITY COUNCIL)

I. SUMMARY
Project No. 1534: Active Transportation Program Infrastructure Improvements is a federally-funded project to design and install high visibility crosswalks, countdown pedestrian signals, bike racks, vehicle speed feedback signs, and curb ramps at numerous locations throughout the City and bike lanes on Santa Fe Avenue. A request for proposals (RFP) was issued and proposals were received from six engineering firms to prepare the plans, specifications and estimates (PS&E) for the project. Staff has selected Albert Grover & Associates as the preferred company to proceed with the design. As the project is totally funded by a grant, all City expenditures for the design and installation work will be reimbursed, and there will be no impact to the City’s general fund budget.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. APPROVE a Contract Services Agreement with Albert Grover & Associates to prepare plans, specifications and estimates for Project No. 1534: Active Transportation Program Infrastructure Improvements for a total contract sum of $50,314.00, which includes a proposal fee of $45,740.00 and a design contingency fee, if necessary, of $4,574.00 (10%) for any additional work that may be required to design this project as specified in the contract.
2. AUTHORIZE the Mayor to execute the Contract Services Agreement following approval as to form by the City Attorney.
3. AUTHORIZE the City Engineer to approve the plans, specifications and estimates upon completion by the consultant.
4. AUTHORIZE staff to advertise the work and call for construction bids for Project No. 1534 upon approval of the plans, specifications and estimates.

IV. BACKGROUND
Project No. 1534: Active Transportation Program Infrastructure Improvements is a multi-faceted project that is intended to enhance the City of Carson’s bicycle and pedestrian infrastructure, and thereby improve circulation and safety for these active non-motorized transportation modes and improve public health. The project is fully funded by a federal grant that is administered by Caltrans (Active Transportation Program - Cycle 1). It is comprised of the following components:
• Bike lanes on Santa Fe Avenue between Del Amo Boulevard and the south City boundary.
• 30 bike racks to be installed at parks, schools, and key employment centers throughout Carson.
• 6 vehicle speed feedback signs with solar powered equipment.
• 265 countdown light emitting diode (LED) pedestrian signals.
• 108 high visibility crosswalks.
• 41 Americans with Disabilities Act (ADA) compliant curb ramps.
• 7 median nose cuts to remove the medians from crosswalks.
To assist City staff in designing and implementing these proposed improvements, staff issued an RFP to solicit qualified consulting firms to prepare the PS&E for the bike lanes and other infrastructure components. Proposals were received from six engineering firms: KOA, Stantec, Albert Grover & Associates, Uniplan, KPFF, and Kimley-Horn. The proposals were rated relative to the firms’ qualifications, staff experience, understanding of the scope of work, overall quality of the proposal, and cost. Based on the review of these parameters, Albert Grover & Associates was deemed to be the preferred company for the project.

V. FISCAL IMPACT
The total contract sum for professional services is $50,314, which includes a proposal fee of $45,740.00 and an additional $4,574.00 (10%) to cover contingencies. Funds for this project in the amount of $46,000.00 will be provided by an Active Transportation Program federal grant. There will be no impact on the City’s general fund unless it becomes necessary to use the contingency amount. If so, funding from a transportation-related account such as Measure R would be used.
The cost for construction/installation of the proposed facilities is estimated at $1,436,000.00, which will also be funded by the Active Transportation Program grant. Authorization to initiate the construction phase of this project will be addressed at a future City Council meeting.
