ATPL-5403(027)]: ACTIVE TRANSPORTATION PROGRAM INFRASTRUCTURE IMPROVEMENTS (CITY COUNCIL)

I. SUMMARY

On a separate but related agenda item, the City Council is considering issuing a contract to a consulting firm to prepare the design plans for Project No. 1534: Active Transportation Program Infrastructure Improvements. This is a federally-funded project to design and install high visibility crosswalks, countdown pedestrian signals, bike racks, vehicle speed feedback signs, and curb ramps at numerous locations throughout the City and bike lanes on Santa Fe Avenue.
The funding for this project is provided by the Active Transportation Program Local (ATPL) federal fund. According to the Federal Highway Administration (FHWA) and the California Department of Transportation (Caltrans), adoption of a resolution by the City Council authorizing the execution of the Program Supplement Agreement to the Administering Agency-State Master Agreement No. 07-5403F15 between the state and the city is required (Exhibit No. 1).
Program Supplement Agreement No. F020 obligates up to $46,000.00 in ATPL federal funds for the design phase of this project (Exhibit No. 2).


II. RECOMMENDATION
Recommendation

WAIVE further reading and ADOPT Resolution No. 17-030, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AUTHORIZING THE EXECUTION OF PROGRAM SUPPLEMENT AGREEMENT NO. F020 TO ADMINISTERING AGENCY-STATE MASTER AGREEMENT NO. 07-5403F15 FOR FEDERAL-AID PROJECTS FOR THE DESIGN PHASE OF PROJECT NO. 1534 [FEDERAL NO. ATPL-5403(027)]: ACTIVE TRANSPORTATION PROGRAM INFRASTRUCTURE IMPROVEMENTS."
