I. SUMMARY

On a separate but related agenda item, the City Council is considering issuing a contract to a consulting firm to prepare the design plans for Project No. 1534: Active Transportation Program Infrastructure Improvements. This is a federally-funded project to design and install high visibility crosswalks, countdown pedestrian signals, bike racks, vehicle speed feedback signs, and curb ramps at numerous locations throughout the City and bike lanes on Santa Fe Avenue.
The funding for this project is provided by the Active Transportation Program Local (ATPL) federal fund. According to the Federal Highway Administration (FHWA) and the California Department of Transportation (Caltrans), adoption of a resolution by the City Council authorizing the execution of the Program Supplement Agreement to the Administering Agency-State Master Agreement No. 07-5403F15 between the state and the city is required (Exhibit No. 1).
Program Supplement Agreement No. F020 obligates up to $46,000.00 in ATPL federal funds for the design phase of this project (Exhibit No. 2).


II. RECOMMENDATION

WAIVE further reading and ADOPT Resolution No. 17-030, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AUTHORIZING THE EXECUTION OF PROGRAM SUPPLEMENT AGREEMENT NO. F020 TO ADMINISTERING AGENCY-STATE MASTER AGREEMENT NO. 07-5403F15 FOR FEDERAL-AID PROJECTS FOR THE DESIGN PHASE OF PROJECT NO. 1534 [FEDERAL NO. ATPL-5403(027)]: ACTIVE TRANSPORTATION PROGRAM INFRASTRUCTURE IMPROVEMENTS."

III. ALTERNATIVES

DO NOT ADOPT Resolution No. 17-030. However, if the city does not execute the program supplement agreement, it would not be eligible to receive federal and state funds for this project. No invoices for reimbursement can be submitted to the state until the program supplement agreement is fully executed.

IV. BACKGROUND

Project No. 1534: Active Transportation Program Infrastructure Improvements is a project that will enhance the City of Carson's bicycle and pedestrian infrastructure, improve circulation and safety for these non-motorized transportation modes, and improve public health. The project is fully funded by a federal grant that is administered by Caltrans, and is comprised of the following components:
* Bike lanes on Santa Fe Avenue between Del Amo Boulevard and the south city boundary.
* 30 bike racks to be installed at parks, schools, and key employment centers throughout Carson.
* 6 vehicle speed feedback signs with solar powered equipment.
* 265 countdown light emitting diode (LED) pedestrian signals.
* 108 high visibility crosswalks.
* 41 Americans with Disabilities Act (ADA) compliant curb ramps.
* 7 median nose cuts to remove the medians from crosswalks.
Carson administers federally-funded projects under the auspices of an Administering Agency-State Master Agreement between the City of Carson and the State of California. An updated version of this agreement (Master Agreement No. 07-5403F15) is being considered by the City Council under a separate agenda item.
In order to be eligible for reimbursement, each individual project that is federally funded must have a Program Supplement Agreement that is executed by adopting a resolution. The resolution under consideration would obligate the expenditure of up to $46,000.00 for the design of the Active Transportation Program Infrastructure Improvements, which would be reimbursed through the ATPL grant.

V. FISCAL IMPACT

The consultant's fee for the design work is $45,740.00. The Program Supplemental Agreement under consideration will provide the opportunity for the City of Carson to be reimbursed for an amount not to exceed $46,000.00 for the design phase from the Active Transportation Program grant. There would, therefore, be no impact on the City's general fund.
