CONSIDER APPROVAL OF THE CONTRACT SERVICES AGREEMENT BETWEEN THE CITY OF CARSON AND MUNITEMPS TO PROVIDE A CONSULTANT, DR. JAMES HART, TO SERVE AS INTERIM ASSISTANT CITY MANAGER (CITY COUNCIL)

I. SUMMARY

The Assistant City Manager position is vacant due to a recent resignation. Given the nature of the position and the duties, an immediate need was determined to fill the position on an interim basis with a well-qualified, experienced candidate while the job classification could be reviewed and recruitment could be initiated.
Munitemps was contacted due to their readily available consultants who have directly related experience and a history working with government agencies. To this end, the City Manager is requesting approval of the contract services agreement between the City of Carson and MuniTemps.

II. RECOMMENDATION
Recommendation

1. APPROVE contract services agreement between the City of Carson and MuniTemps to provide a consultant to serve as Interim Assistant City Manager.

2. AUTHORIZE the Mayor to execute the contract services agreement after approval as to form by the City Attorney.

IV. BACKGROUND

Assistant City Manager Cecil Rhambo recently resigned, effective January 16, 2017 to become the City Manager of the City of Compton. This critical position is responsible for important City programs, including supervision over public safety and parks, recreation and community services. The position also assists the city manager in working with the departments on administrative and budgeting issues.
