CONSIDER APPROVAL OF THE CONTRACT SERVICES AGREEMENT BETWEEN THE CITY OF CARSON AND MUNITEMPS TO PROVIDE A CONSULTANT, DR. JAMES HART, TO SERVE AS INTERIM ASSISTANT CITY MANAGER (CITY COUNCIL)

I.                     SUMMARY

The Assistant City Manager position is vacant due to a recent resignation. Given the nature of the position and the duties, an immediate need was determined to fill the position on an interim basis with a well-qualified, experienced candidate while the job classification could be reviewed and recruitment could be initiated.

Munitemps was contacted due to their readily available consultants who have directly related experience and a history working with government agencies. To this end, the City Manager is requesting approval of the contract services agreement between the City of Carson and MuniTemps.

II.                     RECOMMENDATION

Recommendation

1.                     APPROVE contract services agreement between the City of Carson and MuniTemps to provide a consultant to serve as Interim Assistant City Manager.

 

2.                     AUTHORIZE the Mayor to execute the contract services agreement after     approval as to form by the City Attorney.

IV.                     BACKGROUND

Assistant City Manager Cecil Rhambo recently resigned, effective January 16, 2017 to become the City Manager of the City of Compton.  This critical position is responsible for important City programs, including supervision over public safety and parks, recreation and community services.  The position also assists the city manager in working with the departments on administrative and budgeting issues.  There are several major development projects where the city manager’s full attention is required, including the development of the 157-acre Carson Reclamation Authority, the Chargers locating to the Stub Hub Center and preparing the City’sFY2001702018 budget.  Leaving this position vacant while the City conducts and recruitment for a new assistant city manager would have a detrimental impact for the City of Carson and the community it serves.

MuniTemps is an agency which provides consultants who have directly related government experience. Consultants employed by MuniTemps have significant years of experience in comparable positions and are able to immediately assume responsibilities.  The City relied on MuniTemps to retain Ralph Aranda, who served as the interim parks, recreation and community services director. Therefore, Dr. James Hart was selected through MuniTemps to serve in the vacant position as interim Assistant City Manager immediately upon approval. The cost for Dr. Hart’s services as indicated in the contract agreement shall not exceed $163,000 and 960 hours.  Dr. Hart retired from his city manager position in Adalanto in 2015 and has significant management experience in his forty year career in working in municipal government.

 V.                     FISCAL IMPACT

Funds for the contract services agreement will come from the funds budgeted for the full-time position.
