CONSIDERATION TO ACCEPT AS COMPLETE PROJECT NO. 1413: CITYWIDE ANNUAL RUBBERIZED SLURRY SEAL PROGRAM (CITY COUNCIL)

I. SUMMARY

Project No. 1413: The Citywide Annual Rubberized Slurry Seal Program has been completed in accordance with the approved plans and specifications (Exhibit No. 1). It is requested that the City Council accept the work as complete and authorize staff to file the Notice of Completion.

II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. ACCEPT as complete Project No. 1413: Citywide Annual Rubberized Slurry Seal Program.
2. AUTHORIZE staff to file a Notice of Completion.

III. ALTERNATIVES

1. DO NOT ACCEPT the project as complete. However, Civil Code Section 3093 requires a Notice of Completion to be filed for record within 10 days, upon the completion and settlement of all public works project claims, if any.
2. TAKE another action the City Council deems appropriate consistent with the requirements of the law.

IV. BACKGROUND

The citywide annual rubberized slurry seal program is listed in the City's Capital Improvement Program for FY 2016/17. The Gas Tax fund and slurry seal in-lieu fee are the funding sources for this project.
For this type of project, the City has been utilizing premix rubberized slurry seal, which has superior benefits over conventional slurry seal. The project locations were selected based on the recommendation of the City's Pavement Management System MicroPaver Program, input from staff, and the available budget. In an effort to maximize economies of scale, staff concentrated on Maintenance Zone No. 1, bordered by the SR91 freeway to the south, Avalon Boulevard to the east, 169th Street to the north, and Billings Street to the west.
