I. SUMMARY

City Council approval is requested to enter into agreements with four firms for on-call environmental consulting services.

II. RECOMMENDATION
Recommendation

APPROVE the On-Call Environmental Services agreements with Dudek, Environmental Science Associates, Marine Research Specialists, and Michael Baker International, Inc.
AUTHORIZE the Mayor to execute the agreements following approval as to form by the Counsel.

IV. BACKGROUND

Currently, the City allows private developers to select consultants to prepare environmental documents for their development projects. Many cities have transitioned away from this practice in an effort to reduce the potential for conflict of interest and ensure that environmental impacts are appropriately evaluated and mitigated.
The City would use consultants on an as-needed basis to prepare environmental documents for development projects proposed by private developers and projects proposed by the City. Typical documents prepared by consultants include Environmental Impact Reports, Addenda and Mitigated Negative Declarations prepared to comply with the California Environmental Quality Act, and Environmental Assessments and Environmental Impact Statements prepared to comply with the National Environmental Policy Act.
A Request for Proposals (RFP) was advertised on the City's website on July 6, 2016, and emailed to twelve companies specializing in environmental and related technical studies.
