RECOMMENDATION TO AWARD CONTRACT TO DUDEK, ENVIRONMENTAL SCIENCE ASSOCIATES, MARINE RESEARCH SPECIALISTS, AND MICHAEL BAKER INTERNATIONAL, INC, FOR AS-NEEDED ON-CALL ENVIRONMENTAL CONSULTING SERVICES  (CITY COUNCIL)

City Council approval is requested to enter into agreements with four firms for on-call environmental consulting services.

II.                     RECOMMENDATION

Recommendation

APPROVE the On-Call Environmental Services agreements with Dudek, Environmental Science Associates, Marine Research Specialists, and Michael Baker International, Inc.

AUTHORIZE the Mayor to execute the agreements following approval as to form by the Counsel.

IV.                     BACKGROUND

Currently, the City allows private developers to select consultants to prepare environmental documents for their development projects. Many cities have transitioned away from this practice in an effort to reduce the potential for conflict of interest and ensure that environmental impacts are appropriately evaluated and mitigated. 

The City would use consultants on an as-needed basis to prepare environmental documents for development projects proposed by private developers and projects proposed by the City. Typical documents prepared by consultants include Environmental Impact Reports, Addenda and Mitigated Negative Declarations prepared to comply with the California Environmental Quality Act, and Environmental Assessments and Environmental Impact Statements prepared to comply with the National Environmental Policy Act.

A Request for Proposals (RFP) was advertised on the City’s website on July 6, 2016, and emailed to twelve companies specializing in environmental and related technical studies.  Fourteen proposals were received on July 28, 2016.  Of those fourteen proposals, three are Disadvantaged Business Enterprises (DBEs), one is a Minority-owned Business Enterprises (MBEs), one is a Women-owned Business Enterprises (WBEs), two are certified Small Business Enterprises (SBEs), and one has a business office in Carson (Local).

A selection committee reviewed the proposals and evaluated each firm on the criteria set forth in the RFP. Six firms were identified as having the expertise required to provide a full range of environmental consulting services required by the City and were interviewed. The committee determined that the following four environmental consulting firms (Exhibit Nos. 1, 2, 3, & 4) are the most qualified based upon the criteria specified in the RFP and the interviews:

                     Dudek, of Pasadena, CA (not a DBE, MBE, WBE, SBE or Local);

                     Environmental Science Associates of Los Angeles, CA (not a DBE, MBE, WBE, SBE or Local);

                     Marine Research Specialists (not a DBE, MBE, WBE, SBE or Local); and

                     Michael Baker International, Inc. of Irvine, CA (not a DBE, MBE, WBE, SBE or Local).

The selection of these four consultants will provide the City with considerable flexibility based on the type, scale, and timing of the projects.

 

V.                     FISCAL IMPACT

The annual aggregate not-to-exceed contract authority requested for the four consultants is $1,000,000 ($250,000 each). For development projects proposed by developers, the entire cost incurred by Community Development Department for the said consultant services are offset by funds deposited by the developers.  For Public Works projects, the funds to pay for the said services will be approved on a case-by-case basis as part of the Public Works projects.
