CONSIDER COUNCILWOMAN ROJAS' REQUEST FOR A PROPOSED EVENT AT DIGNITY HEALTH SPORTS PARK AND CONSIDER RESOLUTION NO. 22-169, AMENDING BUDGET IN SPECIAL EVENTS FOR AN ADDITIONAL FILIPINO AMERICAN HISTORY MONTH FESTIVAL EVENT (CITY COUNCIL)

I. SUMMARY
There is a long-standing agreement with Anschutz Entertainment Group (AEG) that allows the City of Carson to offer two events at the Dignity Health Sports Park (DHSP) every calendar year with a waived rental fee for the City of Carson. The last waived rental fee event was - Day of Unity Festival on Friday, August 16, 2019 (pre-pandemic).
Council is being asked to consider utilizing one of the 2022 available fee waived event dates in 2022 for Filipino American History Month Kick Off event on Sunday, October 2, 2022 from 6:00 p.m. to 10:00 p.m.
Attached is the draft agreement for DHSC Tennis Stadium Event License Agreement (Exhibit 1) and DHSC Addendum to Event License Agreement (Exhibit 2). There are additional costs that need to be considered which include security, cleaning, entertainment, equipment rental, professional services, along with staffing costs and event supervision (Exhibit 3 & 4).
II. RECOMMENDATION
Recommendation
1. DISCUSS and PROVIDE DIRECTION regarding the proposed event at Dignity Health Sports Park for Filipino American History Month Kick Off on Sunday, October 2, 2022;
2. DISCUSS and CONSIDER approving a budget for this proposed event;
3. If event and budget are approved, APPROVE the attached License Agreement and Addendum included as Exhibits 1 and 2; and
4. AUTHORIZE the Mayor to execute the Agreement and Addendum, following approval as to form by the City Attorney; and
5. WAIVE further reading and ADOPT Resolution No. 22-169, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE FISCAL YEAR 2022-23 BUDGET IN THE SPECIAL EVENTS TO ADD AN ADDITIONAL FILIPINO AMERICAN HISTORY MONTH FESTIVAL EVENT.” (Exhibit 5)

IV. BACKGROUND
There is a long-standing agreement with Anschultz Entertainment Group (AEG) that allows the City of Carson to offer two events at the Dignity Health Sports Park (DHSP) every calendar year with a waived rental fee. Costs of security, staffing, and cleaning are not waived at this event and any additional equipment, entertainment, etc. would need to be covered by the City of Carson or possible co-sponsor.
Council is being asked to consider utilizing one of the waived events in 2022 at the DHSP for Filipino American History Month Festival and Concert event for Sunday, October 2, 2022 from 6:00 p.m. to 10:00 p.m.
This event is in addition to the already scheduled Filipino American History Month Kick Off event at the Carson Event Center that is scheduled Saturday, October 1, 2022, from 8:00 a.m. to 12:00pm in the East Parking lot. The total budget for the Filipino American Kick Off event on Saturday, September 1, 2022 event is $14,701.
Jazz Festival is also scheduled on Saturday, October 1, 2022, so city resources including equipment and staffing are limited with this additional event on Sunday, October 2, 2022. This may require the City of Carson to acquire additional rental equipment from a local third-party vendor based on listed equipment needs.
Below is a table that shows previous approved City Council funding for Filipino American History Month Kick Off event that is held on 1st Saturday of October at the Carson Event Center annually.

Larry Itliong is another event in October that takes place on the 3rd Saturday of the month at Veterans Park. Below is a table that shows previous approved City Council funding for Larry Itliong.

Attached is the estimate from DHSP for having a festival and concert. The Festival has a cost estimate of $13,200 and the Concert has a cost estimate of $139,525.48. These estimates do not include additional equipment and professional services. From the equipment needs listed in Exhibit 4, staff estimates that an additional $31,000 would be needed which includes a ten percent contingency.
Attached is the draft agreement for DHSC Tennis Stadium Event License Agreement (Exhibit 1) and DHSC Addendum to Event License Agreement (Exhibit 2). It should be noted that as of the time of writing this report, the agreement and addendum were still being negotiated with Anschutz Entertainment Group. Attached as Exhibits 6 and 7 are the redlined drafts of the agreement and addendum that were provided to AES containing City’s requested edits. Exhibits 1 and 2 represent the agreement and addendum with the redlined edits accepted by AES.
V. FISCAL IMPACT
A budget resolution to appropriate $125,000 to this event from the General Fund reserve is attached.
