CONSIDER RESOLUTION 21-152 APPROVING APPLICATION(S) FOR SPECIFIED GRANT FUNDS FOR CARRIAGE CREST PARK (CITY COUNCIL)

I. SUMMARY
The State Department of Parks and Recreation, Office of Grants and Local Services (OGALS) has been delegated the responsibility by the Legislature of the State of California for the administration of a grant to the City of Carson, setting up necessary procedures governing the application.
This grant is for $6 million that originated from the State Assembly from one-time allocations that came from support from Assemblyman Mike A. Gipson, District 64, for the Carriage Crest Park Expansion Project.
The City Council must certify by resolution the approval of project application(s) before submission of said applications to the State.
Please note that this resolution 21-152 is separate from the competitive Prop 68 grant resolution 21-082 that the City submitted earlier this fiscal year.
II. RECOMMENDATION
Recommendation
WAIVE further reading and ADOPT Resolution No. 21-152, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA APPLICATION(S) FOR SPECIFIED GRANT FUNDS.”

IV. BACKGROUND
Mike A. Gipson, California Assemblymen, District 64, was able to secure a total of $6 million in funding earmarked for renovations and improvements for Carriage Crest Park on the existing park grounds and the adjacent 10.5-acre land site.
In lieu of a check, the State Department of Parks and Recreation (OGALS) has been delegated authority to oversee the disbursement of the $6 million grant and it requires Resolution 21-152 delegating authority for applications for the specified grant funds.
The cost of the entire proposed project is estimated at $14.4 million and additional funding has been sought previously through a competitive Prop 68 grant application. Awarding of the competitive Prop 68 grants are expected to be announced soon. The City of Carson submitted a competitive application requesting $8.5 million for Carriage Crest Park Expansion Project back on December 14, 2020. To clarify, this resolution is not applicable to the competitive grant application, but rather intended for the recent allocation from the State legislative budget.
