CONSIDER APPROVAL OF AMENDMENT NO.1 TO THE PURCHASE AGREEMENT WITH WATERLINE TECHNOLOGIES, INC. TO PROVIDE POOL CHEMICALS ON AN AS NEEDED BASIS FOR THE CITY'S POOLS, FOUNTAINS, AND AQUATIC FACILITIES FOR THE PUBLIC WORKS DEPARTMENT

I. SUMMARY
On July 20, 2021, the City entered into a Purchase Agreement with Waterline Technologies, Inc. to provide pool chemicals on an as needed basis for the City’s pools, fountains, and aquatic facilities, for a three-year period, allotting $24,000 per year and a total contract sum of $72,000.
The Public Works department recently oversaw the completion of the re-plastering project at three aquatic and pool facilities. To help protect the plaster finish from discoloration and damage, additional pool chemicals, beyond the amount used in regular maintenance, were needed for the start-up process. Due to the necessity of additional chemical purchases, more funds are needed than allocated to the purchase order for this fiscal year. Public Works is requesting to increase the authorized purchase amount by $12,000 for the current agreement year for a new total not to exceed contract amount of $84,000. This would be accomplished through an amendment to the Agreement. (Exhibit No. 1)
II. RECOMMENDATION
Recommendation
1. APPROVE Amendment No.1 to the Purchase Agreement by and between the City of Carson and Waterline Technologies, Inc. to provide pool chemicals on an as needed basis for the City’s pools, fountains, and aquatic facilities for a total contract sum not-to-exceed the amount of $84,000. (Exhibit No.1)
2. AUTHORIZE Mayor to execute Amendment No. 1 following approval as to form by the City Attorney

IV. BACKGROUND
The City of Carson boasts two aquatic centers, two pools, splash pads, and various fountains for resident enjoyment: Carson Park Pool (170,000 gallons), Foisia Park Pool (180,000 gallons), Dominguez Park Aquatic Center (170,000), and Hemingway Park Aquatic Center (150,000 gallons) for approximately 670,000 gallons in volume. These aquatic features must be treated regularly using chemicals to ensure the health and safety of the residents who utilize them.
On April 8, 2021, Invitation For Bid (IFB) No. 21-03 was released to solicit proposals from qualified firms capable of providing pool chemical delivery services for various pools throughout the City. In response to the IFB, staff received three bids. On July 20, 2021, the City entered into a three-year Purchasing Service Agreement with Waterline Technologies, Inc. to provide pool chemicals on an as needed basis for the City’s pools, fountains, and aquatic facilities, for a total contract sum of $72,000.
To maintain the functionality and look of the aquatic facilities, staff included Project 1771 into the Capital Improvement Program. This project consisted of repair and replaster of the pools and pool decks at three of the City’s pools. Around March of 2023, the plastering of all pools was completed and the pools were ready to be refilled. Pool plaster will immediately start hydrating when mixed, and 86% of the cement in the plaster will cure within the first 28 days. Therefore, timely filling and startup maintenance is critical to any new pool plaster project. A startup procedure is the process of caring for a new pool plaster finish after the pool is filled with water. During this time, testing of the water regularly, maintaining the chemical balance, brushing the pool to remove plaster dust, and avoiding the use of automated equipment are all crucial and essential to protecting the pool and prolonging the life of the pool finish.
Maintaining pool chemistry correctly consists of water balance and keeping elements, such as oils and dirt, out of your pool. The chemicals help balance the water, making it safe to swim in. The right balance of these chemicals keeps a pool clean and protects the pool finish from discoloration.
Keeping pool chemicals in balance and checking their levels should be performed every week during the seasons when the pool is being used. Testing water regularly is fundamental to keeping pool water healthy and ensuring a safe swimming environment. Therefore, due to the necessity of additional chemical purchases to protect the pool finish from discoloration and damage, more funds were used than originally allocated to the Purchase Order this fiscal year. Additional funds are now needed to obtain chemicals necessary for the regular maintenance of the City pools, splash pads, and fountains.
The City Council is now asked to approve Amendment No.1 to the Purchase Agreement with Waterline Technologies, Inc., increasing the authorized purchase price from $72,000 to $84,000. The contract term will expire after City’s acceptance of the final delivery of pool chemicals expected to occur December 2023 and City’s payment of the same.
V. FISCAL IMPACT
None. Funds for this increase are included in the FY 2022/23 General Fund budget under Account No. 101-80-840-102-6004.
