I. SUMMARY
On April 18, 2023, under Item No. 23 of the City Council Agenda, the City Council voted 5-0 to introduce Ordinance No. 23-2303. This item transmits a request for City Council to conduct a Second Reading of Ordinance No. 23-2303.
II. RECOMMENDATION
Recommendation
CONDUCT a Second Reading by title only and with full reading waived, Ordinance No. 23-2303, entitled "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING SECTION 9113.2 (OVERLAY DISTRICTS) AND ADDING SECTION 9113.4 (MHP OVERLAY DISTRICT CONDITIONALLY PERMITTED USE), OF PART 1 (INTRODUCTION) OF CHAPTER 1 (ZONING) OF ARTICLE IX (PLANNING AND ZONING) OF THE CARSON MUNICIPAL CODE RELATED TO ESTABLISHING A MOBILE HOME PARK OVERLAY DISTRICT" (Exhibit No. 1).

IV. BACKGROUND
At the April 18, 2023, Council Meeting, the City of Carson introduced Ordinance No. 23-2303, amending Section 9113.2 (Overlay Districts) and adding Section 9113.4 (MHP Overlay District Conditionally Permitted Use), of Part 1 (Introduction) of Chapter 1 (Zoning) of Article IX (Planning and Zoning) of the Carson Municipal Code related to establishing a Mobile Home Park Overlay District.
The City Council opened the public hearing, heard public testimony, closed the public hearing and voted 5-0 to introduce Ordinance No. 23-2303 for first reading.
