CONSIDERATION OF PURSUING THE NEXT STEPS TO ESTABLISH A SISTER CITY AFFILIATION WITH AWKA, NIGERIA (CITY COUNCIL).

I. SUMMARY
City Council's direction will authorize staff and the Carson Sister Cities Association to execute the next steps recommended by Sister Cities International for establishing a sister city relationship with Awka, Nigeria.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. DIRECT staff to meet with the Carson Sister Cities Association's (CSCA) Nigeria subcommittee to appraise the benefits of creating a sister city relationship. This partnership should be strategic and mutually beneficial.
2. DIRECT staff to draft a formal letter that will be sent to Awka, Nigeria to establish a direct line of communication.

IV. BACKGROUND
Staff is seeking the City Council directions to advance the interest in Awka, Nigeria as a possible Sister City. The sister city relationship with Awka, Nigeria is a means of promoting a growing awareness and appreciation of each other's culture and people by developing a variety of educational, professional, economic development, and technical interactions.
The sister city relationship is not only expected to strengthen friendship ties, but more importantly, institute a working avenue of communication in facilitating exchange of information and technology, urban planning and development, socio-cultural activities, tourism, trade and other important aspects of local governance that are beneficial for both local government units.
