CONSIDER ESTABLISHING A $100,000.00 REWARD FOR INFORMATION LEADING TO THE CAPTURE, ARREST, AND CONVICTION OF THE DRIVER OF THE SECOND VEHICLE RELATED TO THE DEATH OF JAMAAL FREEMAN IN THE CITY OF CARSON ON JANUARY 3, 2023 (CITY COUNCIL)

I.                     SUMMARY

This item provides the City Council an opportunity to establish a reward of $100,000 for information leading to the capture, arrest, and conviction of the driver of the second vehicle related to the death of Jamaal Freeman that occurred on January 3, 2023. 

II.                     RECOMMENDATION

Recommendation

                     APPROVE the establishment of a $100,000 reward.

TAKE another action the City Council deems appropriate and that is consistent with applicable laws.

IV.                     BACKGROUND

Early in the morning on January 3, 2023, 34 year-old Carson resident Jamaal Freeman was crossing the street near the intersection of 220th and Avalon Blvd. on his way to the gym. While crossing the street, he was tragically struck by a vehicle and then another vehicle a few minutes later. The driver of the first vehicle reported to the Los Angeles County Sheriff’s Department but the driver of the second vehicle did not.

V.                     FISCAL IMPACT

Rewards are paid only if the information provided leads to capture, arrest, and conviction. The fiscal impact would be $100,000 should the award be paid out.
