CONSIDERATION OF RESOLUTION NO. 22-248; A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 8, 2022, THE RESULTS FOR CONTEST OF THE CITY COUNCIL DISTRICT 2, CITY COUNCIL DISTRICT 4, CITY CLERK, CITY TREASURER, AND BALLOT "MEASURE R" (UTILITY USERS' TAX) AND SUCH OTHER MATTERS AS PROVIDED BY LAW.

I.                     SUMMARY

On November 8, 2022, the City of Carson conducted its District-Based General Municipal Election in consolidation with the Los Angeles County Registrar Recorder County Clerk (LARRCC). The LARRCC concluded the 28-day official canvass on December 7, 2022 (This item will be pushed to a future meeting if the results have not yet been received by December 6, 2022.) and the following facts have been determined:

 

On the date of the election, Carson’s voter registration total was 62,371 with 62,371 votes cast either by mail or at vote centers throughout Los Angeles County for the Carson Municipal Election.

                     Member of the City Council District 2 - Jim Dear was duly elected to represent the 2nd Councilmanic District garnering 3,028 votes.

                     Member of the City Council District 4 - Arleen Bocatija Rojas was duly elected to represent the 4th Councilmanic District garnering 2,847 votes.

                     City Clerk - Khaleah K. Bradshaw was duly elected garnering 11,082 votes.

                     City Treasurer - Monica Cooper was duly elected garnering 15,696 votes.

                     Measure R was approved by the voters garnering 16,977 affirmative votes. Upon City Council certification, Ordinance No. 22-2214 will be adopted and codified in the Carson Municipal Code.

 

The official canvass of the election is attached to the Resolution containing a report of the number of votes cast for each candidate and Ballot Measure R.

In accordance with Election Code Sections 10262(b) and 10263(b) prior to installing the new officers, the governing body shall adopt a resolution reciting the fact of the election and the other matters that are enumerated. Therefore, the City Clerk is submitting Resolution No. 22-248 for adoption.

 

II.                     RECOMMENDATION

Recommendation

 

1.                     WAIVE further reading and ADOPT Resolution No. 22-248, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 8, 2022, THE RESULTS FOR CONTEST OF CITY COUNCIL DISTRICT 2, CITY COUNCIL DISTRICT 4, CITY CLERK, CITY TREASURER, AND BALLOT MEASURE (UTILITY USERS’ TAX) AND SUCH OTHER MATTERS AS PROVIDED BY LAW.” AND

2.                     Ordinance No. 22-2214, “AN ORDINANCE OF THE PEOPLE OF THE CITY OF CARSON AMENDING CHAPTER 11 OF ARTICLE IV OF THE CARSON MUNICIPAL CODE, THEREBY CONTINUING THE CITY’S 2% UTILITY USERS’ TAX ON GAS AND ELECTRIC UTILITIES, WHICH IS A GENERAL TAX, UNTIL IT IS ENDED BY VOTERS”

IV.                     BACKGROUND

On May 8, 2020, the State of California issued Executive Order N-64-20, proclaiming a State of Emergency. As a result, every registered voter was ordered to receive a Vote-By-Mail ballot.

On August 4, 2020, City Council adopted Ordinance 20-2008 changing Carson Municipal Elections structure from At-Large to District-Based Elections for City Council Members.

On June 21, 2022, the City Council of the City of Carson, adopted Resolution No. 22-127 calling for the General Municipal Election; Resolution No. 22-129 requesting consolidation with LARRCC, and Resolution No. 22-101 calling for the submittal of “Measure R,” Utility Users Tax Measure to be held on Tuesday, November 8, 2022.

 

In partnership with LARRCC the city secured seven vote-by-mail (VBM) drop boxes throughout the City, in order to provide a safe and convenient method of submitting completed ballots.
