Updates on recent and planned Commission activities are included below.

Economic Development Commission

The Economic Development Commission heard and provided feedback regarding the ARPA-funded Small Business Grant and Commercial Façade programs. The EDC also listened to a presentation on the revised Industrial CUP. The Major Task Events Subcommittee continued discussing the major events coming to Southern California that will be substantial economic drivers. They went on a tour of the Doubletree Hotel, Porsche Experience, and Dignity Health Sports Park with the Economic Development Strategic consultant to gather information on public facilities and provided information about ticketed events. The subcommittee also received a proposal for services to form a Tourism Improvement District.

Environmental Commission

The Environmental Commission last met on November 2, 2022, virtually using the application Microsoft Teams. The Commission received a presentation and update on the Carousel Tract from Deny Gomez, Principal Program Manager for Shell Oil Products US. Mr. Gomez provided information on the site history, site description, timeline, and implementation of the Remedial Action Plan. He explained and shared pictures of the demolition, excavation at 5 feet and at 10 feet, backfill and compaction work, Sub Slab Depressurization systems, Soil Vapor Extraction system components, and restoration work.  He shared that the major construction phase was 93% complete, and they are on track to finish all the homes by April 2023.  The Commission’s next meeting is scheduled for Wednesday, December 7, 2022.

Human Relations Commission

The Human Relations Commission completed Ethics Training and Brown Act Training in July, 2022. On August 13, 2022, Commissioners participated in the Back to School Give Away at the KIA Forum, Inglewood, California. The Commission also supported by providing boxes of new clothing and books that were made available to the homeless and less fortunate at no cost. Both the Back to School Give Away, and the books and new clothing give away were successful. On September 21, 2022, A Meet and Greet was conducted between the Human Relations Commission and Captain Jones during their monthly meeting. It was very informative and well received, as Captain Jones provided updates on things that were going on in the city. The Commission supported and participated in Red Ribbon Week during the week of October 23-29, 2022. At this time, the Commission is currently working on the 27th Annual “Why I am a Rising Star Parent Conference/Essay Contest” with continuous planning for the conference, which is scheduled on February 18, 2023. The program consists of an essay writing contest open to students beginning at the 1st grade through high school that live or attend school in the City of Carson. Also, the Commission continues to work in collaboration with California State University, Dominquez Hills, and Compton Community College in efforts of supporting the food pantries. Most recently on the November 15th Council Meeting, the Commission received the Proclamation recognizing November 13-19, 2022 as LA vs Hate - United Against Hate Week for their continued efforts in stopping hate and promoting a safe, inclusive and equitable community in and around Carson.

Parks, Recreation, and Cultural Arts Commission

The Parks, Recreation, and Cultural Arts Commission resumed regular monthly meetings on January 27, 2022 following a two month break for winter holidays. The Commission continues to focus on advising community services staff on reopening procedures and protocols as pandemic restrictions have eased. In addition, the Commission has assisted with providing recommendations to the City Council on multiple service and purchasing contracts managed by the community services team. These include the procurement contracts for park amenities and furnishings as well as youth sports leagues related materials and supplies. The Commission also provided stakeholder feedback for the Parks, Recreation, and Community Services Master Plan during a presentation to City Council.

Public Relations Commission

The Public Relations Commission addressed the following topics in the months of August - October: the 21st Anniversary of 9/11 Communication Video; Facebook Messenger 1-page Report; Communication regarding registration information on flyers and Community Services Guide; Q&A with Community Services Director regarding information for Event Ticketing Process for City events; incorporating duties of the Community Civic Engagement Board (former dissolved board); and incorporating duties of the Technology Advancement & Innovation Commission. The Commission is dark for November 22 and December 27 Meetings and will resume in January 2023. 

Public Safety Commission

The Public Safety Commission’s two main issues they have taken up are:

The Coyote concerns by residents and city response to those concerns. Emphasis was place on education, hazing and mapping reported sightings.  Commissioners were requested to help educate the residents in their respective areas and encourage quick reporting of any sightings

In conjunction with the City Traffic Engineer, several complaints from residents were brought to the attention of the commission. The complaints were related to traffic lights, parking or the lack of parking areas, blind spot traffic areas and the possibility of additional permit parking areas. Although the City’s Traffic engineer position is vacant, the City Engineer provided answers to the questions posed. Further follow up on several questions will be provided at subsequent meetings beginning in January.

Senior Citizens Advisory Commission

The Senior Advisory Commission Meeting met November 14, 2022 and had a quorum. The members spoke and covered preexisting and new business at length. The commission members would like to invite the City of Carson residents to the Winter Wonderland taking place Friday December 2nd from 11am- 3pm. Section update reports were provided by staff: Senior independence support Amanda Valorosi, Senior recreation Rosemary Zavala, and Senior care and support of the stroke center Melody Carter, management Dani Cook and Brenda Reed were also present. Staff introduced Isaias Pulido who also will also be participating in commission meetings as City of Carson Staff. The Senior Advisory Commission meeting will be on break for the month of December (go dark) and the commission voted that the commission will resume in person in January of 2023.

Veterans Affairs Commission

Staff is in the process of preparing the Veterans Affairs Commission to meet, including securing the requisite quorum in order to have a formal meeting.

Women’s Issues Commission

The Women’s Issues Commission went dark in August 2022 and resumed current and new projects in September 2022. These include collaborating with California State University, Dominguez Hills CSUDH to support homeless students, women on campus, and the broader community. The Commission attended planning meetings for the 8th Annual “It’s All About Me” Women’s Health Conference and Business Expo. As a result of the Commissioner's support, several tables were sold. Additionally, the Commissioners served and supported the day of the conference, attended and provided feedback during the wrap-it-up meeting and were present for recognition during the City of Carson Council Meeting on October 25, 2022. Other City of Carson events and activities attended, planned, and supported by members of the Commission include: the 2022 Jazz Festival, Councilmember Cedric L Hicks Sr., 5k Prostate Walk, Red Ribbon Week Activities, Mental Awareness Classes, 55th Anniversary Gala Ball Committee Meetings, and Mayor of Carson Lula Davis-Holmes Turkey Giveaway.  In December 2022, the Commission will not meet, but some members will serve and support Mayor Lula-Davis-Holmes Toy Drive. Starting in January 2023, the Commission will resume meetings and discuss and plan for new initiatives and activities for the upcoming year.

Youth Commission

The Youth Commission is currently not able to hold meetings due to a lack of quorum and not having enough commissioners with validated appointments. Only 5 of the 14 commissioners have taken their oaths. Staff has tried numerous times to get in contact with these commissioners by letter and phone but have not received any response. Due to no responses from these commissioners, staff has sent a memo to our Director of Community Services/Parks and Recreation stating we would like to request these commissioners be removed and new commissioners be assigned.

V.                     FISCAL IMPACT

There is no direct fiscal impact associated with this report. Recommendations for funding expenditures associated with the Commissions would be brought to the City Council separately and as needed.
