PUBLIC HEARING TO CONSIDER SUBSTANTIAL AMENDMENTS TO THE 2022-2023 AND 2019-2020 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ANNUAL ACTION PLANS (CITY COUNCIL)

Body
I. SUMMARY

Staff requests to amend the City's 2022-2023 Annual Action Plan to reallocate accumulated prior years' Community Development Block Grant (CDBG) funds to increase the available funding for the Neighborhood Pride (residential rehabilitation) Program.
In addition, staff requests to amend the City's 2019-2020 Annual Action Plan to reallocate previously-budgeted Community Development Block Grant-Coronavirus (CDBG-CV) funds to a program to assist low- and moderate-income mobile home residents to prevent, prepare for, and respond to the effects of the coronavirus pandemic as it relates to their mobile home unit. The focus of the new program would be heating/ventilation/air conditioning systems, windows, doors, roofing, and mold abatement. In addition, the Substantial Amendment to the 2019-2020 Annual Action Plan allocates homelessness prevention services provided by Family Promise of the South Bay to assist individuals displaced by the pandemic as previously approved by the City Council.

II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. OPEN the Public Hearing, TAKE public testimony, and CLOSE the Public Hearing;

2. APPROVE the submission of Substantial Amendments to the 2022-2023 and 2019-2020 Annual Action Plans to the U. S. Department of Housing and Urban Development;

3. AUTHORIZE the following reallocation of Community Development Block Grant (CDBG) funds within the 2022-2023 Annual Action Plan: $863,174.38 accumulated unexpended prior years' funds to the Neighborhood Pride Program;

4. AUTHORIZE the following reallocation of Community Development Block Grant-Coronavirus (CDBG-CV) funds within the 2019-2020 Annual Action Plan: $60,000 to an existing program of Home...
