CONSIDER AWARDING A PUBLIC WORKS CONTRACT TO ALWAYS GREEN TURF, LLC TO INSTALL ARTIFICIAL TURF IN THE CARSON EVENT CENTER ATRIUM AND EARLY CHILDHOOD EDUCATION (ECE) PLAYGROUND

I.                     SUMMARY

Existing grass at the Carson Event Center atrium and Early Childhood Education (ECE) Playground is in poor condition due to dying grass and exposed dirt.  The current state of the landscaping poses a tripping hazard to both the public and the children. To resolve this issue, artificial turf has been selected as the best means to cover these areas. Always Green Turf was selected as the most qualified vendor for this project based on cost, experience, and the ability to perform the work. Staff recommends that City Council approve the Public Works agreement with Always Green Turf to install turf at the Carson Event Center atrium and Early Childhood Education (ECE) playground, in a not-to-exceed amount of $56,922.50. 

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

1.                     APPROVE the Public Works Agreement with Always Green Turf, LLC for turf installation at the Carson Event Center atrium and Early Childhood Education (ECE) playground, for a not-to-exceed contract sum of $56,922.50 (Exhibit No. 1; the “Agreement”).

2.                     AUTHORIZE the Mayor to execute the Agreement following approval as to form by the City Attorney.

IV.                     BACKGROUND

The Carson Event Center has two areas where the existing grass needs to be replaced, the atrium and the Early Childhood Education (ECE) playground. The grass in both areas is in poor condition due to dying grass and large patches of exposed dirt.  The current state of the landscaping poses a tripping hazard to the public and ECE children.

To install replacement grass was deemed too expensive, as it requires continual maintenance and landscaping. Instead, artificial turf was selected to replace the grass. The benefits of this material are that it is cost-effective, safe, aesthetically pleasing, and environmentally friendly.

City staff contacted several vendors to provide quotes for complete turf installation in both locations. This total construction project includes provision of vendor staff, tearing out all existing grass and dirt, all pre-installation groundwork, purchasing all required turf, provision of all required materials, installation of the new turf, and complete cleanup of the worksites. As such, these quotes included prevailing wage, all materials, all fees, and all applicable taxes.

After reviewing all quotes, Always Green Turf was selected based on price, experience, and ability to perform all services listed above. Always Green Turf’s quote was the lowest quote received, in the not-to-exceed amount of $56,922.60 (Exhibit No. 4). As the project cost is under $60,000, no formal or informal bidding is required pursuant to California Uniform Public Construction Cost Accounting Act (CUPCCAA), CMC 2612, and Public Contracts Code Section 22032(a). The project is expected to be completed within 10 calendar days from issuance of a notice to proceed. The executed performance and payment bonds, which will be Exhibits D-E to the Agreement, have been provided to the City and are attached to this report as Exhibit No’s. 2 (original bonds) and 3 (surety rider).

Staff recommends that City Council approves the proposed public works contract with Always Green Turf to install turf at the Carson Event Center atrium and Early Childhood Education (ECE) playground.

V.                     FISCAL IMPACT

Funds for this project were included in the adopted FY 2022-23 budget in Account No. 101-90-980-301-6009 in the amount of $30,000, and in Account No. 101-90-930-101-6009 in the amount of 26,922.50.
