CONSIDER AWARDING A CONTRACT SERVICES AGREEMENT TO DISABILITY ACCESS CONSULTANTS, A CALIFORNIA LIMITED LIABILITY COMPANY, TO DEVELOP A COMPREHENSIVE ADA SELF-EVALUATION AND TRANSITION PLAN

I. SUMMARY

The Americans with Disabilities Act (ADA) is an all-inclusive law that mandates equal opportunity for individuals with disabilities and guarantees that they have the same opportunities as everyone else to participate in daily life activities. Title II of the ADA requires that state and local governments make all programs, services, buildings, parks, etc. accessible to people with disabilities.
The ADA Self-Evaluation and Transition Plan will review the City's programs, services, facilities, public-rights-of-way, and activities; with the initial purpose of identifying barriers to accessibility by individuals with disabilities (" Self-Evaluation"). The Transition Plan will assist the city to direct its resources and efforts to increase accessibility in those areas identified in the Self-Evaluation.
Staff is hereby recommending that City Council approve a contract with Disability Access Consultants ("DAC") to develop the City's ADA Self-Evaluation and Transition Plan.


II. RECOMMENDATION
Recommendation

Staff recommends that City Council:

1. AWARD a contract to Disability Access Consultants, a California Limited Liability Company, to develop a comprehensive ADA Self-Evaluation and Transition Plan for a total cost of Three Hundred Eighty-Four Thousand Seven Hundred Ninety Dollars ($384,790); and

2. Authorize the Mayor to execute the contract.
