IV. BACKGROUND
During the September 6, 2022, City Council meeting, the Parks, Recreation, and Community Services Master Plan was presented to City Council. During that session, the Council expressed to staff what they have heard from the community regarding the desire to have dedicated pickleball courts in the City. The Master Plan reinforced that notion based on the documented public outreach efforts and summary reports presented within the Plan. Public Works was made aware of the desire to convert the existing two tennis courts at Hemingway Park into eight dedicated pickleball courts.
The proposed project is a public works project under the State bidding laws known as the Uniform Public Construction Cost Accounting Act (“UPCCAA”) adopted by the City as set forth in Section 2612 of its Municipal Code. Under UPCCAA, public projects of $60,000 or less have no bidding requirement attached to it. McWil is currently working on a sports courts resurfacing project for the City and as such, their qualifications and background have already been vetted by staff and have been determined to possess the requisite ability to complete the pickleball project. The City Council is now being asked to award a contract to McWil for an amount not to exceed $37,400.00 and authorize a construction contingency of $3,740.
V. FISCAL IMPACT
None. The funding requested for this Contract Agreement for $37,400 plus a 10% contingency of $3,740 is budgeted in the General Fund account no. 101-80-840-102-6004. The total amount requested for this project is $41,140.00.
