CONSIDER AWARDING A PUBLIC WORKS CONSTRUCTION CONTRACT TO MCWIL SPORTS SURFACES, INC. TO CONVERT THE TENNIS BALL COURTS TO DEDICATED PICKLEBALL COURTS AT HEMINGWAY PARK (CITY COUNCIL).

I. SUMMARY

To accommodate the growing demand for pickleball court capacity and, having the issue raised during the September 20, 2022 City Council meeting, the Department of Public Works is seeking approval to award a contract to convert the existing two tennis courts into eight dedicated pickleball courts at Hemingway Park. The City Council is asked to award a contract to McWil Sports Surfaces, Inc. ("McWil") for an amount not to exceed $37,400.00 plus contingency. The total amount requested is $41,140.00.


II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. AWARD and APPROVE the proposed contract with McWil Sports Surfaces, Inc. to convert the two tennis ball courts into eight dedicated pickleball courts at Hemingway Park in an amount not-to-exceed $37,400 (Exhibit 1).
2. AUTHORIZE the expenditure of construction contingencies in the amount of $3,740 (10%) for any unforeseen construction work such as substructure conflicts, contaminated soil removal and disposal, material testing, and other work that may be necessary to complete the project.
3. AUTHORIZE Mayor to execute the Agreement following approval as to form by the City Attorney.

IV. BACKGROUND

During the September 6, 2022, City Council meeting, the Parks, Recreation, and Community Services Master Plan was presented to City Council. During that session, the Council expressed to staff what they have heard from the community regarding the desire to have dedicated pickleball courts in the City.
