CONSIDER APPROVAL OF AMENDMENT NO. 1 TO CONTRACT SERVICES AGREEMENT WITH GOVERNMENTJOBS.COM, INC. (D/B/A "NEOGOV") FOR RECRUITMENT SOFTWARE SERVICES(CITY COUNCIL)

I. SUMMARY
On August 15, 2019, the City of Carson signed a contract services agreement with GovernmentJobs.com, Inc., dba “NeoGov,” for NeoGov’s Insight Hiring Management software and subscribing to Governmentjobs.com (Exhibit No. 1; “Agreement”). The initial three-year term of the Agreement is scheduled to expire on August 15, 2022, and City staff and NeoGov now desire to amend the Agreement to exercise the City’s option to extend the term of the Agreement for one additional two-year extension period, thereby extending the term expiration date from August 15, 2022 to August 15, 2024, with compensation for the extension period not to exceed $14,701.92 per year ($29,403.84 total) as provided in Section III of Exhibit “C” of the Agreement. The proposed amendment (Exhibit No. 2) would thus increase the Contract Sum by $29,403.84, from $44,105.76 to $73,509.60. Since the Agreement was Council-approved and the cost of the extension exceeds City Manager authority, staff is seeking Council’s approval of the proposed amendment.
II. RECOMMENDATION
Recommendation
1. APPROVE Amendment No. 1 to the Agreement with GOVERNMENTJOBS.COM, INC., for a two-year extension of services at compensation not to exceed $14,701.92 per year or $29,403.84 total (Exhibit No. 2; the “Amendment”); and
2. AUTHORIZE the Mayor to execute the Amendment upon approval as to form by the City Attorney.

IV. BACKGROUND
The City of Carson’s Human Resources department has been using GovernmentJobs.com’s NEOGOV software services since August 15, 2019 for hiring management, which has helped HR attract, retain, develop, manage, and protect top talent and has saved the City time and money in recruitment process efforts.
The City and Governmentjobs.com entered into the Agreement on August 15, 2019, whereby the consultant agreed to provide NEOGOV software subscription services to City relating to recruitment and selection of employment candidates.
Pursuant to Section 3.4 of the Agreement, the initial three-year term of the Agreement is scheduled to expire on August 15, 2022, and the City has the option to extend the term of the Agreement for an additional two-year extension period at the same price rates specified in the Agreement ($14,701.92 per year).
The sole source exception to the bidding requirements of the City’s purchasing ordinance applied to the Agreement and apply to the proposed Amendment, pursuant to CMC 2611(e).
City staff and Governmentjobs.com now desire to amend the Agreement to exercise the City’s option to extend the term of the Agreement, effective as of August 15, 2022, for one additional two-year extension period, thereby extending the term expiration date from August 15, 2022 to August 15, 2024, with compensation for the extension period not to exceed $14,701.92 per year ($29,403.84 total) as provided in Section III of Exhibit “C” of the Agreement, and accordingly, to also amend the Agreement to increase the Contract Sum by $29,403.84, from $44,105.76 to $73,509.60. The proposed Amendment would do so.
V. FISCAL IMPACT
Funds for GovernmentJobs.com have been budgeted in account number 101-54-520-101-6004 for FY 2022/23.
