CONSIDER RESOLUTION NO. 22-204, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE FISCAL YEAR 2022/23 BUDGET TO TRANSFER FUNDS WITHIN THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND (CITY COUNCIL)

I.                     SUMMARY

On July 5, 2022, the City Council approved the Community Development Block Grant (CDBG) 2022-2023 Annual Action Plan, allocating $220,000 for Anderson Park Improvements.  This amount is currently available to be spent on Anderson Park improvements. However, on April 19, 2022, the City Council approved a Substantial Amendment to the Community Development Block Grant (CDBG) 2021-2022 Annual Action Plan reallocating $220,000 from Anderson Park Improvements to the Neighborhood Pride Program.  Due to an inadvertent oversight, no Budget Amendment Resolution accompanied that Substantial Amendment.  Resolution No. 22-204 (Exhibit No. 1) is being presented at this time to correct that oversight. Adoption of this resolution will not alter the latest City Council approval to allocate $220,000 to Anderson Park.      

II.                     RECOMMENDATION

Recommendation

WAIVE further reading and ADOPT Resolution No. 22-204, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA. AMENDING THE FISCAL YEAR 2022/23 BUDGET TO TRANSFER FUNDS WITHIN THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND”.

III.                     ALTERNATIVES

TAKE another action that the City Council deems appropriate.

IV.                     BACKGROUND

Recent Council action, specifically the adoption of Resolutions No. 22-174 and No. 22-194 on September 20, 2022, continued unspent appropriations from Fiscal Year 2021/22 to Fiscal Year 2022/23.  That action kept the aforementioned $220,000 in the Anderson Park Improvements account.  Thus, to correct the original oversight, Resolution No. 22-204 is being presented for Council’s consideration.

V.                     FISCAL IMPACT

No net fiscal impact, as the requested action transfers funds between accounts within the Community Development Block Grant Fund as follows:

Transfer from:

215-70-720-904-8008 (Anderson Park Improvements)                                          $220,000.00

Transfer to:

215-70-720-964-6062 (Neighborhood Pride Program)                                          $220,000.00
